If it's the latter, then Rum is no longer the BO's number two—she'd be just like Shiho/Ai, now... people will just love that repetition. Rumi has seen Shiho/Ai, and is very much focused on Shinichi/Conan (and is also aware that he can use tranquilizer darts). He's seen Shiho/Ai, and he was principal when Shinichi/Conan really was a 7-year-old—he'd recognize him immediately. It was strange to me that Gosho made him the keyhole character of Volume 85—and with his appearance at the beginning of the year (File 945–File 947), he's no longer a one-case character. I'll be looking out for him in Shukichi's next appearance. Inspetor Momose sometimes keeps just one eye open, while mainly keeping both closed, just like Heizo. However, unlike Heizo, he's seen Shiho/Ai... twice (File 384–File 386/Episode 312–Episode 313 and File 690–File 692/Episode 571–Episode 572). So here's my shortlist: Heizo Hattori Taka'aki Morofushi/Koumei Chikara Katsumata Kanenori Wakita Hyoue Kuroda Hyoue is on my list—in spite of the insane levels of red-herringness he exudes—because... A. Because one of the gaps in his memory, caused by the accident, could be what Shiho/Sherry looked like at age 7 or B. Because he was Rum... as in, the Pre-Coma, black-haired Hyoue Kuroda was Rum, but Post-Coma Hyoue Kuroda—the white-haired one we've seen in File 913–File 917/Episode 810–Episode 812 and File 920/Episode 815—is, in fact, Tsutomu Akai, who replaced the real Hyoue, the real Rum, sometime after the accident... and this way is, as I see it, the only way Tsutomu can be Rum—by impersonating him Option B would allow for Post-Coma Hyoue/Tsutomu to be Rei's/Toru's boss at the NPA; Option A would mean that Hyoue/Rum is not Rei's/Toru's boss at the NPA, because if he was, he'd know that Bourbon is a NOC.

You mean you're on Episode 691, right? If you were on Episode 791, you would've already seen Shukichi, as he first appears in Episode 731.

How Did Conan Knew Akai Shuich's name in 259?

Because he was probably told off-screen about it—I'd say Detective Takagi is probably the one who told him about it. After all, in Shuichi's first appearance, only we (the audience) are shown Shuichi's name. This was done to show us (the audience) that Shinichi/Conan knows the name of the man in the black knitted cap from the bus jacking (Episode 230–Episode 231). -
No more risky than her infiltration now being dependent on his fake death remaining a secret... heck, this might even be more risky. In any case, it was either due to Shuichi not making full use of his source, or that source withholding info from the FBI's best agent, whose own infiltration of the BO made him the most experienced, when it came to them. Here's an idea—Shuichi just went behind James back, went to James' FBI superiors, and asked them to get this info from the CIA—all the while claiming James had told him to do so, when he actually didn't. Shuichi's certainly the type to do such a thing.

Look, here's the thing... If Shuichi had access to this source the whole time, then why didn't he make use of it, before that? Surely he would've asked this source about the identity of any CIA agents in the Organization. Again, the events of the Kir arc were not exactly desirable—now, Hidemi's/Rena's/Kir's infiltration is entirely dependent on the Organization not finding out that Shuichi is alive, where, before, this was not the case. Shuichi, if he had this CIA source, should've made better use of it. With his abilities, and, going by your theory, the fact that his father was CIA, there should be no reason for his source to have withheld info like that.

Shuichi had already gotten his intel. Shinichi's/Conan's intel was merely confirmation, at that point. Had Shuichi made use of this source to its fullest before Black Impact (File 499–File 504/Episode 425)—which, given who he is, I doubt he wouldn't do so—there would've been no need for a fake death plan. Hidemi/Rena/Kir would've never been captured by an unwitting FBI, and her cover thus jeopardized to the point that Shuichi's fake death became necessary to preserve her cover.

But that was from Shinichi/Conan, right? He got that info in File 584/Episode 485... and didn't tell Jodie until File 595/Episode 495. And clearly, going by that scene, Shuichi had already got his intel. And what about Shuichi saying, to Hidemi/Rena/Kir that the info that Shinichi/Conan found is what led to them figuring out that her father was CIA? You could say that he's being characteristically him, and hiding info from even his allies, but why? This is someone infiltrating the Organization. What is there to be gained from not telling her that he got info from inside the CIA, if he indeed did? If this CIA source had told Shuichi about who Kir was—and they clearly should have, if they didn't (again, assuming this is a thing)—this whole mess that led to Shuichi's fake death could've been avoided.

Then you'd think this source would tell him more than just that—and if he had access to this source for a while, say, more than a year, the FBI should've already known that Rena Mizunashi was CIA... and this should've been the case well before Black Impact (File 499–File 504/Episode 425). For all we know, Shukichi could've been his source.

Usually, in cases like the upcoming one, "the plot and things" are typically put at the very beginning and/or the very end of the case. So I wouldn't be surprised if the first page(s) of 975 are about the recent case (File 972–File 974). And this new detective's going on my Rum suspect list. At this point, any detective-level smart character could turn out to be Rum.

You miss the point. The moment Rum realized Ai Haibara was Sherry, it wouldn't be long before Rum arranged her death, if not simply kill her on the spot. So unless the next time Rumi appears, we see the BO not only believing that Sherry didn't die during Mystery Train, but knowing where and even who she is, Rumi's not Rum. A target of the BO is a target for any one of it's members. There's no rule that only a certain member can go after a BO enemy. Look at Shuichi, pre-Clash of Red and Black. Whose target was he? The entire BO's. Here's the info on the Rumi is not Rum theory from the DCW wiki: The name "Wakasa Rumi" is suspiciously similar to the dying message "ASAKA RUM" that Kohji Haneda left when he was killed 17 years ago. Rumi is unlikely to be Rum because the Black Organization has no motive to draw attention to "Asaka" or "Rum", Haibara did not react to Rumi, and Rumi does not appear to have any vision problems that would suggest a false eye. There is no apparent benefit the Black Organization would gain from publicly flaunting the names "Asaka" or "Rum", which can be linked to Kohji's murder. The Black Organization appears to want to cover up anything related to Rum and Asaka since they have sent Vermouth and Amuro to investigate possible references to it, and someone with significant reach is actively scrubbing the internet of information from the past murder case. It would also not make sense for the vital number two of the Organization to flaunt their identity where FBI agents have worked previously and risk being captured. Haibara directly interacted with Rumi, yet Rumi did not trigger her ability to detect Black Organization agents. Rumi did not appear to recognize Haibara either, instead focusing her attention on Conan. Rumi's actions, while perhaps intentionally clumsy, do not show she has any vision problems. Most importantly she demonstrated that she has functional peripheral vision on both her left[1] and right[2] sides. This strongly implies both of her eyes are intact because someone with a false eye will lack peripheral vision on one side. While Rumi is feminine and her brawling strength could be mistaken for a healthy man's, she does not seem to have any characteristics that would cause people to mistake her for an old man.

Shiho's/Ai's BO sense was never triggered during that case (File 966–File 968). More importantly, she's seen Shiho/Ai and Shinichi/Conan, not only up close, but for extended periods of time. If she's Rum, she should especially know what Shiho Miyano looked like at 7 or 8.

And what is Mary saying, here? Appears as if she's saying something that reminds Shuichi of something his father said to him. Just like something Shuichi said reminded Mary of something Tsutomu said to her. Either that, or Mary is saying something Tsutomu said to her. Finally, the source for this image is (and I don't mean imgur)? I ask because unless it's when Yunnie Chan comes out with a complete translation of a file, the Japanese versions of the file (that I've found, at least) don't look as good as the image you've put, here.

Thank you for putting in the spoiler box. Since Shuichi's comments in File 949, I've thought that, too. It's probably James who's supporting her, financially, given his comments in East vs. West (File 778–File 780/Episode 651). It's probably just a chance reference, since Masumi has her mother's surname—she's neither been adopted, nor taken on a fake name, like Artesia/Sayla. *takes a seat beside him... and also waits for the 'he's Rum cause his left eye was hidden' comments*
