try to think about it like this: burbon believes that akai is alive (now subaru). He does not only appear around the FBI only to see their reactions but believes that akai is looking after them as well from the BO. In the process he can take some FBI agents out since they ruin their plans in these past months. That is the situation why he loured jodie outside the store in hopes that gin will order a shot on jodie. and vermouth coming in time to explain the situation to gin is not a coincidence
