They do a lot of robbing and harassing people who pass by, and the police don't really do anything. They even get bribed. ... Where my family is from, the neighborhoods are so safe you could walk around the city at night and be fine. I think that's just because night markets are part of the culture though. People can actually just buy a sticker that says "Taxi" and be allowed to drive around picking and dropping people off for money.
