Several interesting points in the Aoyama's interview from the M21 Cinema Guide:

 

About M21

• Aoyama drew 6 original scenes for M21. He also revised almost all scenes of romance moments, and checked all scenes involving Kazuha, Heiji, Momiji, Ran, and Conan.

• "When will Heiji confess to Kazuha?" M21 brings about such feeling.

• It was decided before the release of M20 that M21 would be a love story about Heiji and Kazuha. Aoyama wrote it replying some postcards of 2016.

• The idea of using Karuta as the main theme of M21 was raised up around the release of M20.

About Ooka Momiji and Iori Muga

• The character Ooka Momiji was designed as a girl from Kyoto that would appear in M21 as Kazuha's love rival, before Aoyama decided to introduce her to manga (on her first appearance). On the M20 celebration on 04/15/2016, Aoyama decided to let Momiji briefly show up in the manga series so that her later appearance in M21 wouldn't seem too abrupt. Aoyama decided her family name to be Ooka, but her given name Momiji was decided by other people.

• Momiji will appear again in the future as a rival. With a very rich and powerful family, she can be considered "the Sonoko of the west". People can imagine things like her family having bad relationship with Suzuki Jirokichi, which would be interesting.

• Iori Muga was designed by Aoyama, although the character was at first designed to be an old man. It was then changed to the handsome young butler as he is, who's very faithful to Momiji. He's not speaking in a Kyoto accent.

 

About future plots and File 1000

• Both Momiji and Okita Soshi will appear again in the manga.

• File 1000 series will be a big event of the high school boys and girls. The love story of Ran and Shinichi will take place. Heiji and Momiji will also show up.

I don't think Gosho would take the events of Movie 21 and make them canon, so Heiji and Momiji are going to have to actually meet in the manga—I wonder if this case will have their canon meeting, as opposed to their non-canon meeting in the movie.

Several interesting points in the Aoyama's interview from the book Heiji and Kazuha Secret Archives:

 

About M21
• Aoyama drew a few original scenes for M21, and also revised a lot of scenes.
• The most recommended scene in M21 is the Karuta game. The teaser poster shows Kazuha of one moment during the game.

 

About Ooka Momiji and Iori Muga
• Way before M21 was planned, Aoyama had thoughts on introducing a certain "Ooka" as a rival of Kazuha into the plot at an appropriate time, based on the well-known ancient judges Ōoka Echizen and Tōyama Kinshirō from TV series, etc.
• Momiji is from a rich and powerful family. She is richer than Suzuki Jirokichi. Momiji doesn't do any kind of martial art (karate, aikido, etc.). 
• Iori was at first designed to be an old man in the script of M21, but then Aoyama changed him to a young cool man. Iori had all question marks as his names in the character name box when he was first introduced in the manga. This kind of trick had never been used before. 
• When asked about whether Momiji and Iori will have a romance in future, Aoyama doesn't provide a direct answer, instead he says that Momiji is truly attracted to Heiji, and that Iori is a faithful butler to Momiji. Aoyama has no idea about Momiji's personal life at present.

 

About Okita Soshi
• There's a chance that Okita may get involved in Heiji and Kazuha's relationship. Okita calls Kazuha "Kazuha-chan", seemingly more intimate than Heiji.

 

About Heiji and Kazuha
• Heiji somewhat grows up a little in the relationship. Now he's sure about his love feelings for Kazuha.
• The name "Kazuha" comes from the wife of Aoyama's assistant.
• Aoyama's favorite scene of Heiji and Kazuha is the one on the cliff from the Mermaid case. Fans used to ask about how the two were saved, and "it's the guts (or willpower, 根性)", says Aoyama.
• We'll see more and more stories in the romance of Heiji and Kazuha. Momiji will also be involved. It's unknown whether Okita will get involved.

Would you look at that... I always had a feeling that this character wasn't originally conceived as a movie-first/movie-only character.

Same(wasn't even a feeling, I was pretty certain). At least in terms of the family name(Ooka) and the butler(Iori Muga), since they were a direct influence from Gosho and has a common inspiration.

I wonder how long "way before" was—did he think about introducing Momiji in 2015? Or was it even earlier?

It almost sounds like he wanted to introduce a character with that name to go with the theme of having characters named after other things/events/series', and then later created Momiji for M21 to fill that role of existing with that name. Then decided to add her to the manga to break the abrupt-ness of appearance. 

 

Sort of like this :

- Gosho wants to create an Ooka vs Toyama character situation (pre 2016)

- Momiji is created for movie 21 and given that name to fulfill that role (early 2016??)

- Gosho decides to add Momiji to the manga (April 2016)

- Movie 21 airs (April 2017)

She's appeared fairly often since her introduction, 50 Files ago—this case will be the third out of the past 7 that she's appeared in. Given how Movie 21 ended, it would've been strange for Momiji to never appear in the manga—to have her say, to Kazuha, "I won't give up," and then never appear again?... Gosho must've realized that there was more potential in having her be a manga character that would stick around, beyond 2017, than to just have her be a movie character, and for that rivalry between her and Kazuha to only last one non-canon movie. Unless Gosho planned for her to appear every few movies and have her be a movie-only rival...

 

I'm still wondering about Heiji and Momiji's first manga meeting—will Gosho have to make a new first encounter (and bring up their backstory from Movie 21 again), or will he have them explain (and Kazuha, too, perhaps) that they've met before (like how Ayanokoji shows that he knows Shinichi/Conan (File 1,001), but doesn't specifically reference the events of Movie 7—in other words, they have met before, just under different circumstances than the ones in the movie)?
