Black Organisation in relation to Police

I just remembered that Scotch was a member in B.O who was also working for the Tokyo police.

I can't remember if the police have ever investigated (apart from Scotch) B.O.

And if yes, why did they stop?

They didn't stop... Scotch (Hiromitsu Morofushi) was a Public Security Bureau officer infiltrating the organization along with Bourbon (Rei Furuya/Amuro Tooru) who is still a member infiltrating the organization. Also, Hyoue Kuroda, Tokyo Police First Division Managing Officer, knows Amuro is a PSB officer infiltrating the organization and is keeping track of Amuro's mission.

However, if you're talking about the usual Tokyo Police Detectives, then, of course, they don't even know about such a "Black Organization", so you could just say the B.O is too "strong" for them.
