Aoyama is making it sound like Haibara knows Rum, but why is she calling him “Rum-chan”? That’s a cutesy way to call people usually used for females… but I thought we already knew Rum was male. (Weird wording, I know. I don't know much about alcohol, or English). And I think Sherry's Soliloquy are not always sound like Haibara is talking. This is probably a reference to Lum Invader (ラム・インベーダー), a character from a manga called Urusei Yatsura. According to the Wikipedia page: Lum refers to herself in the first person as "uchi" (うち?), which is a trait of the western Japanese dialects including the Kansai dialect, and is famous for usually ending her sentences with "~daccha" (~だっちゃ?) or simply "~ccha" (~っちゃ?), which is a trait of the Sendai dialect. When used by itself, "daccha" means "Yes". This speech type is a rather saccharine, "cute" type of speech.
