Alright, alright, try this. I'm not sure if you start by drawing the basics, but try outlining the head and you'll see how the top compares to the bottom.

And your nose is positioned incorrectly.

What basics? I start with the hair, draw the jaw then eyes and nose and then the rest.

^This. I personally suggest starting with the head and not the hair.

Well you know, things you put more time into tend to come out better. Plus, it'd probably only take you an extra few minutes to get the basic outline of the head.

But overall, it's ok. You should work on the head length (right now it's way too long and as a result, the forehead is way~ too big) and also putting the nose in the right place (like my twin said, it's in the wrong place).

Definitely better than the shinichi... But the chin and jaw look weird. And shouldn't he look more... Evil?
