Kuroda is still a likely candidate in my opinion, since the only thing that's disproving him are things that could be easily explained compared to the others. Except if he thinks Shinichi/Conan is "the brains behind Sleeping Kogoro," you'd think the BO's attention would've been aroused way before Soul Detective (File 951–File 953), and in even a worse way, because they'd be targeting Shinichi/Conan, not Kogoro. While him seeing Shiho/Ai and not reacting can be explained by her appearance being one of the gaps in his memory, you'd think he would've looked at her BO profile, while he was catching up on things, which would've included her younger appearance (he'd especially look at that if it was something he didn't remember). Post-Coma Hyoue being Rum counts on the BO simply telling him she was dead—and just that—and his response being to, from then on, ignore her, and for him to not come across any info on her in his catching up and getting info on everything that's happened, after 10 years in a coma.
