Plot
On the roof of Naniwa Harukas, Conan and Heiji confront the perpetrator behind the serial murder: Tenma Anzaka. He claims his innocence and points out that he was in bed when Ayari Kakiwaki was murdered. The detectives explain that it was just a trick he pulled off with the missing tablet and the glass pane of the missing picture frame. Proof of this is that his birthmark behind his left ear in bed was suddenly behind his right ear. The voice was real, however: Anzaka had hidden behind the boxes on the balcony and opened the balcony door behind the bed a crack, hidden by the curtain, allowing him to respond appropriately to Youka Kuraishi's words in real time. He then threw a garbage bag with a recording of Ayari's scream, which he had taken from the theater recording on the tablet, from the balcony down to the garbage collection point in the backyard, causing the scream to gradually fade away as if Ayari had actually fallen, and the garbage bag also provided a natural impact sound. When Conan and Heiji then walked onto the balcony and their eyes were completely fixed on the corpse below, Anzaka went into the bedroom behind the boxes on the other side of the door, hid the tablet and glass pane and walked onto the balcony behind Conan and Heiji as if he had just gotten up. In truth, he had already stunned Ayari, thrown her down and then put her into the puppet pose.
Heiji says that Anzaka was pretty lucky. Anzaka counters that Nobuya Nagakubo's death must also have been lucky, since no one could have known that he was going onto that balcony. Conan explains that that's in fact why he came into the interrogation room with the only balcony ashtray with a cigarette, to subtly make Nagakubo want a cigarette. Down in the parking lot, he secretly drew Nagakubo's attention to himself and put his hands to his mouth as if he was going to shout something, but in truth he said nothing. This made Nagakubo think that he just couldn't hear him clearly, and he leaned on the railing to better hear what he was saying, which Anzaka had previously coated with liquid, causing the railing to break. While the police were distracted by the flying character table that Anzaka had deliberately dropped, Anzaka put the body in the desired pose and placed the cell phone with the message "from below" ("shimote").
Anzaka admits that he is behind the three murders, but Heiji objects that he cannot be the murderer of Miku Narasawa because his mother showed them the exonerating photo. Anzaka wanted to hide this photo in order to protect the real perpetrator. Anzaka was the first to discover Miku's cell phone, which had the article about his self-defense case on it. Anzaka's mother also said that he is suffering from terminal stomach cancer and that his career and his life will soon come to an end. That's why Anzaka himself didn't care if the incident became public and damaged his career; Toshikata Yoshiura, who knew about the diagnosis, would have had no problem with it either. But the ignorant Youka Kuraishi, to whose aid Anzaka had rushed at the time, didn't want the incident to destroy his career, which is why Anzaka must have suspected that it was Youka who pushed Miku off the roof.
Anzaka panics and says that Youka had already been with the body for a long time when the cell phone fell from the roof. But Conan explains that he stole the cell phone and threw it into the air behind the crowd with the message, making it look as if the cell phone had fallen from above. But Nagakubo had noticed that Anzaka had been at the crime scene first and was hiding it, and Ayari had seen him throw the cell phone. The two used their knowledge to blackmail Anzaka. Nagakubo wanted money and Ayari wanted Anzaka to get Youka to give up her role to Ayari. They did not blackmail Youka herself, as they knew about her unstable state. Anzaka now wanted to silence the two of them to protect Youka, which is when he came up with the idea of using semaphores, as Miku's body conveniently happened to land in such a way that it struck the pose for the "E". From this, Anzaka was able to create a serial murder and blame it on Kyousuke Kabumoto's curse. As the fourth person, Anzaka wanted to commit suicide here on Naniwa Harukas, bending his arms so that they formed the "L" after his death. Miku was the "E", Ayari was the "V" and Nagakubo was the "I". So the code is "EVIL" and Anzaka plays the evil serial killer who is to blame for all the incidents and then kills himself for his sins. He didn't want Youka to commit suicide because of all the incidents, which is why he left the message "from below" on Nagakubo's cell phone, which in theater jargon means the left side of the stage from the audience's perspective. But for actors who are on stage, it means the right side of the stage, so "EVIL" should be read from the right: "LIVE". Youka should live. The message was intended for her, because only she was an actress and knew about the semaphores.
Anzaka now tries to escape, but Otaki and his colleagues block his way. Conan and Heiji reveal that Youka has already turned herself in voluntarily. Miku had lured her to the roof of the theater and blackmailed her with the article there, because Youka and Anzaka were secretly in a relationship. She should give up her role and break up with Anzaka. Youka replied in panic that Miku herself is interested in Anzaka, so how could she want his career to be destroyed. Miku then said that she was the type to destroy things that she couldn't have. Youka tried to take the cell phone with the article from her, but a scuffle ensued, and Youka accidentally pushed Miku off the roof. While Otaki puts on the handcuffs, Anzaka compliments the detectives on realizing that he wanted to kill himself on the Naniwa Harukas. Heiji replies that this was the right place for the message "LIVE" because Anzaka and Youka had decided to leave for Tokyo here eight years ago. Anzaka had also advised Heiji not to go to the Naniwa Harukas because he didn't want to ruin the mood with his suicide when Heiji comes here with a girl. But now he's still alive and can enjoy the sunset once again.
Thanks to Anzaka's gesture, Heiji remembers that he wanted to confess his love to Kazuha here, on the last day before the observation deck is renovated. He runs down in a panic, hoping that Kazuha has come, as previously discussed. He calls her, but her number is currently unavailable. Just then, Heiji gets a call from Ran, who asks him where Kazuha is, before she finds her herself. Kazuha is in the food court in the basement of the building. On the observation deck, Heiji realizes with frustration that Kazuha will not make it before the sun goes down. He collapses and scolds himself for how many times he could not confess. Heiji calls himself an idiot for not being able to simply tell Kazuha that he loves her, and thinks back to many moments with her. Suddenly, Kazuha is standing behind him and has heard everything. Against the backdrop of the sunset, she asks him if what he just said is true. At first Heiji tries to talk his way out of it, but Kazuha says his name with all his determination. He thinks for a moment and then says it's true.
At Ōmi-jingū, Momiji Ooka has just won her karuta competition. Her butler Iori comes to congratulate her, but Momiji is crying with her trophy in her arms; for some reason the tears won't stop, but she doesn't know why. At Naniwa Harukas, Ran is frustrated that the sun has already gone because "Kazuha" was too slow. "Kazuha" replies casually that the sun always rises and sets, there's nothing you can do about it. But while she's still saying this, "Kazuha" gets a slap on the back of the head from Ginshiro Toyama, who reminds her that she warned her not to do anything wrong. "Kazuha" reveals that she had a bet with Kazuha because she thought she could still pass as a high school student with her mouth covered. In truth, this "Kazuha" is actually her mother Sakura Toyama, whose face and voice are very similar to Kazuha's. Throughout the day, Kazuha and Sakura have repeatedly swapped places. Ran asks her where the real Kazuha is now; Sakura explains that she rushed to the observation deck when her cell phone battery ran out. At that moment, Sakura and Ran see Heiji and Kazuha coming around the corner holding hands while blushing and are pleased that things seem to have gone well.

Trivia
- This marks the first manga appearance of Omi Shrine, the real-life location of the national competitive karuta championships, which previously appeared in movie 21 as "Achiwa Kaikan". The manga does not make any mention of the Achiwa Group and it is thus assumed that the championships take place at the real Omi Shrine in the manga too. Are shown in the chapter its tower gate.
- The building next to Naniwa Harukas (Abeno Harukas) on page 16 is Art Alter Tower (アートアルテール)[2].
- The trophy Momiji holds is the official trophy for the Ogura Hyakunin Isshu Karuta National High School Championship[3].
