Situation
An heterochromaic eyes woman in a disguise looking over a large computer database in a building. She flips through several names: Stout, Aquavit, Riesling, Rye, and Bourbon. It's a NOC list: everyone's cover is being blown. The Public Security Bureau busts in and tries to capture her. She flees and escape by stealing a car.
Rei Furuya chases after her in his RX-7 into the highway. Shuichi Akai sees them and follows. Amuro isn't having it and the two aggressively drive and drift with the woman hitting cars. She gets out her phone and type out a text about the NOC list. Those cars are turned into obstacles and nearly hit the fighting duo. She hits a large truck and it flips and flies over the rails: they're over water at this point. She jumps as well and the car lands from truck to a lower part of the highway. She curses in English as the path in front of her is a traffic jam. Akai backs off and Amuro, thinking he's won, chases after her.
The woman isn't going to get herself captured so she drives into oncoming traffic, the other way. She's speeding, dodging, and back towards Amuro and Akai. Akai has different plans and has set up his rifle to shoot at the woman. She speeds the maximum the car can go and hides beneath the dashboard. Akai shoots at a front tire making it fly into the waters below them. Amuro, at this point, returns back to Akai and the two proclaim they're the ones to have her. Amuro leaves when he hears the police sirens and Akai gets a call.
The woman emerges onto land and as she sees the fireworks and bright lights of the Touto Aquarium's Ferris Wheel, she blanks out into a scream.
The next day, Conan and the Detective Boys are heading to Touto Aquarium's newly constructed theme park. Conan's watching the news about the crash from last night and everyone else is excited for the Aquarium's new ferris wheel. The news switches stories to the Touto Aquarium and everyone, except Genta and Professor Agasa, is watching. The reporter explains the renewal of the Aquarium and it's expansion.
They finally get there and the Detective Boys want to ride the ferris wheel. Professor Agasa, remarks that he'll buy the tickets for both the ferris wheels if they answer the quiz: "What color changes when it’s heavily mixed?" 1. Red 2. Blue 3. Brown 4. Black. Answer: Brown. It's a Japanese pun on the colors. Majirikkenashi means to make the color concentrated or darker. So red (aka) would turn deep red (makka), blue (ao) would turn deep blue (massao), black (kuro) would turn pitch black (makkuro), and brown (chairo) would turn into maccha, not dark brown but instead matcha, the color of green tea. Conan and Haibara remarks that he's childish for bringing out this quiz. The three Detective Boys make a dash to the ticket counter for the ferris wheel with Professor Agasa trying to chase them. Conan notices a bruised and battered woman sitting on the bench, spacing out.
Conan remarks about her heterochromatic eyes and Haibara comes over. The woman has amnesia. They ask her all sorts of questions but she doesn't remember. Next to her is a nearly destroyed smart phone and broken glass from a windshield of a car. Conan remarks that this is from an older car model: newer cars have a film to keep a broken windshield from splattering glass fragments all over the place. Conan takes the broken smart phone and the Detective Boys show up with tickets. Ayumi remarks about the womn's pretty eye colors and the two explain to the group about her. Conan takes pictures of the woman but she gets up to leave as police was mentioned in the group. Conan remarks that they won't contact the police and only took a picture so they can find people connected to her.
Of course, Conan sends it to Ran and asks for Kogoro to find out about her. At the detective agency, Ran shows the picture of the woman to her dad, who is hung over. He didn't catch everything Ran said as he was more than happy to meet the beautiful woman, and runs off to Touto Aquarium. Ran also sends the photo to Detective Takagi to investigate, causing Inspector Megure, Detective Chiba, and Detective Sato to follow thinking she's the reason for the crash last night.
After receiving no contact after the text sent from last night, Vermouth tries to trace back a certain someone's movements. She finds a jacket which belonged to the woman and sees Touto Aquarium across the way. She ducks into one of the Aquarium's restaurants and sets up a face recognition program to find the woman. As soon as she's found, Vermouth reports to Gin that she found the woman. Gin tells her to quickly get her and get back to base.
Back to Conan, the Detective Boys decides to help the woman recover her memories. Ayumi, Mitsuhiko, and Genta takes the woman to a darts game and she throws a perfect score. She wins three dolphin keychains which the kids take. Conan yells at them when they find the group and Professor Agasa gets their attention that the line to the ferris wheel isn't busy. The kids pull the woman towards the ferris wheel. Conan asks the staff of the darts game if they ever seen her before but with no luck. They give Conan a pure white dolphin to give to the woman, saying that it's actually an incomplete dolphin because it has no color. Haibara starts to question if she's in the Black Organization. Conan realizes this as he looks at the perfect triple bulls eye the yoman threw. They make their way to the ferris wheel.
The woman lines up with the Detective Boys and Professor Agasa: Conan and Haibara still haven't reached anywhere near yet. Vermouth walks up and leaning against the rail, tells the woman to follow her. The woman ignores it and follows Professor Agasa, saying she thought someone was calling her out. Vermouth realizes something is wrong and reports it to Gin. She leaves for now. Conan and Haibara show up and they find the group already far into the line around the third floor. Genta yells for them but loses balance and grabs the edge of the open floor, about to fall. The woman tries to save him and as Genta falls from losing his grip, she does an acrobatic performance saving Genta. In the end, Professor Agasa was the one who receives the most damage as Genta kicked him as he was falling off the edge. After seeing that performance, Haibara starts freaking out as her Black Organization senses are going wild. She drags Conan for a private chat and says that she might be Rum. Conan isn't completely certain yet but it's highly likely she is.
Professor Agasa, who was supposed to watch the group, is playing with the birds by feeding them popcorn and them getting attached to him like a fairy tale princess. Ayumi, Mitsuhiko, and Genta plot to get into the ferris wheel with the woman and leave when everyone else is busy. Once they get on and get near the top, the woman is in pain as she starts to remember. She mumbles NOC, Stout, Aquavit, and Riesling. Ayumi contacts Conan and in turn Conan contacts the police and ambulance. Conan, Detective Sato, Inspector Megure, and Detective Takagi listen to the doctor about her amnesia and her color contact was found in her eye. Vermouth listens outside the door as they talk about transferring her to the police hospital.
Meanwhile in London, Stout gets on a open top sightseeing bus as instructed by the Black Organization. He reports it then is sniped by Korn.

Back in Japan, James Black received news that the three members are dead. Conan is in the car along with James, Jodie Starling, and Andre Camel. James explains that if the woman regains her memories and spills about the NOC list, the world will go into a panic. Trivia
- This is the first movie to feature CIA agent Hidemi Hondou, as well as Public Security Bureau agent Rei Furuya.
- The helicopter seen at the movie's climax is a Bell Boeing V-22 Osprey. This American military aircraft is unique for having tiltrotors: rotors which move between a vertical position like a helicopter and a horizontal position like a turboprop plane. The V-22 can take off vertically and hover, but also cruise long range at high speed. At the time this film was released, no V-22 Ospreys have been delivered to non-US countries, although Japan's parliament approved a defense budget in January 2015 with funding for five V-22s which will be delivered by 2018. Between 2012 and 2014, between 6 and 24 of the Marine Variant MV-22 Ospreys were deployed at American Marine Corps Air Station Futenma in Okinawa. Incidentally the V-22 has acquired notoriety for crashing, which prompted protests by Okinawans who doubted its airworthiness.
- There are two routes the Black Organization might have used to obtain a V-22. One is to steal one from an American military base in Japan. The other is to have secretly infiltrated a military base in the United States where damaged, defective, or decommissioned V-22s are stored, disassembled one (or parts of several), and removed it while creating a false paper trail that it had been decommissioned and cannibalized for parts.
- Curaçao is a constituent country of the Netherlands, near the coast of Venezuela. It is also the namesake for alcoholic beverages made of Laraha Citrus, a kind of orange. Curaçao is one of few codenamed members of the Organization who do not follow the pattern of codenaming female agent after wine-based alcoholic beverages.
