Shinichi Kudo uncovers a murderer along with the police at a party. Later, Shinichi and Ran Mouri take a trip together to an amusement park, where a man is murdered during a roller coaster ride. Shinichi deduces that the people in front and behind the victim are the suspects. Shortly investigating the scene, he reveals the murderer to be the man's ex-girlfriend. After the case Shinichi spots two suspicious black-clothed men. He decides to follow them and witnesses a deal taking place but is attacked from behind. The two men, intending to kill him, force him to swallow newly developed poison.

Shinichi wakes up as a young child due to the effect of the poison. After running into Professor Agasa he decides he must hide his identity or those men in black will come back to finish off those connected to him. Shinichi renamed "Conan Edogawa" is placed in the care of Ran and her father, Kogoro Mouri who owns a detective agency which may allow him to gather information on the men in black. Kogoro receives a case to find a man's kidnapped daughter, Akiko. Conan drops subtle hints for Kogoro to solve the case revealing Asao, the butler, to have kidnapped Akiko. A phone call reveals Akiko has been kidnapped again. Conan follows the clues from the phone call and is able to locate her. After arresting the kidnapper, Akiko reveals she asked Asao to fake a kidnapping in an attempt to get her father away from work to spend time with her. The father asks Asao to arrange a vacation for him and Akiko. Kogoro, happy to have solved a difficult case, allows Conan to stay.

With Conan's quick thinking, they are able to capture the men. Later, Ayumi gives Conan a kiss, thanking him for saving them as Mitsuhiko and Genta stare jealously.

Afterwards, Conan returns to the Mouri Detective agency to find a girl named Akagi Ryoko waiting in front. She asks Mouri to find Kudo Shinichi, saying that she was his girlfriend. Ran gets jealous and angry and decided to go to her house, but Conan notices some strange things and realizes that there was a kidnapping of Mamoru Akagi, Hideo Akagi's little brother. The kidnapper is later revealed to be Uemura Naoki, a fellow soccer player of Hide's. He kidnapped Mamoru because he believed that Hide injured his leg on purpose to stop him from surpassing him. After the solution, Ran calls Shinichi's cell phone, which he gave to Ryoko before, and chases Conan to an alley where she confronts him about Ryoko. At that moment Agasa drives up in his yellow beetle. Conan replies with word that somewhat suggest feelings for her and he hides in Agasa's car, escaping Ran sucessfully.

They learn that Keiji's piano is in the community hall and that the previous mayor was discovered dead with the song Moonlight Sonata playing in the background and that Moonlight Sonata was the same song Keiji played on his piano during the fire that killed him. During the funeral for the previous mayor, Moonlight Sonata is heard from the piano room and they find another man murdered there. Conan interprets the letter as indicating that the murders are just starting. Conan and the others spend the night near the piano along with Dr. Narumi Asai. The police interrogate everyone the next day who were at the funeral but another man is murdered. Music notes left by the killer reveal that whoever the murderer is is avenging Keiji Asoh. | ||||||||||||

Conan, using Sonoko Suzuki, reveals the culprit to be Toshihiko. Toshihiko reveals that Kiyonaga was the indirect cause of his mother's death. Sayuri's friend proclaims to Toshihiko, Sayuri knew about his past with her father but she married him anyways because he was her childhood love. Toshihiko becomes enveloped in guilt but a message from the hospital reveals Sayuri's surgery to be a success, leaving Toshihiko to cry with happiness. Toshihiko is sent to prison for three years after which he marries Sayuri.

Kogoro's friends did not go leaving only Conan, Kogoro, and Ran. Yumi is missing from dinner so the judo members go to her room to wake her up from her sleep. There, they find her dead from a gunshot wound to the head and in her hand was the missing gun from before. Kogoro realizes that burn marks are missing from Yumi's temple meaning that it was a murder and one of the judo members is the suspect.

He reveals that the judo member who murdered Yumi was Kazushi Nakamichi. Nakamichi revealed that he was dating Yumi for eighteen years and he proposed to her multiple time but she always turned him down. When he became engaged to another woman, Yumi terrorized them both with threats. He revealed that he picked up the gun from the robbery earlier, seeing it as a sign to murder Yumi.

While on the tour they meet Kazuha Toyama who has followed them since the beginning to "Keep an eye on Heiji from Ran". Later, their a body is dropped onto the car, the third victim of the same serial killer. After failing to prevent the fourth victim from being killed, they found out the victims are indeed connected, they took the driving test at the same time at the same place. Heiji then travels to meet up with the councilman named Gouji, who is a suspect of causing the murders. Conan is forced by Ran to travel with another officer to go to their hotel but due to an emergency, they are driven to the site where Numabuchi, a mass murder and also a suspect, is thought to be hiding. After Conan finds him, he realizes Numabuchi and Gouji are not the murderer. Heiji also realizes this and both figure out Sakada, the tour guide police, is the murderer. After stopping his suicide, Heiji is shot but survives.

They are eventually led to a movie director's party at the Haido City Hotel where a chandelier falls on someone (Mr. Nomiguchi) while in the dark, thus, ending the episode with who's responsible for the murder. In continuance from the last episode, everyone is wondering how the chandelier fell in the first place. Conan knows it's Pisco of the Black Organization, but the police are stumped. When Inspector Megure can't hold anyone anymore, everyone at the party flees toward the doorway. In the mix of all the commotion, Haibara is kidnapped by someone and confined to a wine cellar somewhere in the Haido Hotel. Conan tells her to drink some sake that will temporary turn her back to an adult to help her escape. Will Haibara be able to escape the clutches of Gin and Vodka? In the conclusion of Conan and Ai's encounter with the Black Organization, Ai is trapped in a building with Gin and Vodka after she is kidnapped by them (previous episode). Now she must try to escape (Ai is in her adult form temporarily), but it won't be easy. She makes her way to the roof only to encounter Gin and Vodka who both shoot her down and almost kill her until Conan arrives on the scene. He uses his special bow tie to sound like an older person who distracts them, as well as shoots Gin with a needle, while she jumps down the chimney and barely escapes death. Gin shoots himself in the arm to keep himself awake while Vodka attempts to shoot Conan, but he escapes. Conan and Ai eventually encounter Pisco back inside, but due to an accidental fire, the two get away before Pisco kills them. Gin and Vodka arrive and Gin kills Pisco without hesitation for failing to finish the job. Near the end of the episode, a new female member named Vermouth discusses the dilemma with Gin and Vodka.

The festival is brought to a disastrous end when one of the winners is found dead hanging down the waterfall. Conan and Heiji investigate the area and history of Mermaids Grave, a forest on mermaid island. They learn that an elder who is over 130 years old is a holder of the arrow and the head of the festival. While investigating two more murders occur. Conan reveals to Heiji he knows who the murderer is and to meet him later, but later he and Kazuha fall off a cliff. Conan reveals that the murderer is the elder. He reveals that the elder were people who dressed up as her to continue the story of the arrow. Heiji and Kazuha arrive at the house in time to confirm the story. The culprit reveals that her mother was the previous elder who were killed by the three victims. She continued the elder story for her mother, but finds out the whole town knew she was the elder and that her mother was the mermaid's corpse. While they watch the game on the TV, they spot a man known as a "Hooligan," a man who takes pride on starting trouble and riots in soccer matches. But how can he get everyone to take his deductions seriously? Meanwhile, in New York City, there is a serial killer on the loose. Shinichi, with the help of Yukiko Kudo, is able to present his deductions, and solve the case. When leaving, it is raining, and Shinichi and Ran walk together, when Shinichi checks an abandoned warehouse when he hears a suspicious man is in there. While Ran waits outside, she meets up with Shuichi Akai, who at that point had long hair, and was wearing an FBI jacket. He warns her to leave, but she stays, waiting for Shinichi. After Akai leaves, Ran confronts the serial killer! He decides to kill her. After the killer accidentally falls off of a stairwell, Ran grabs his hand, which astonishes the killer. Shinichi then comes to the rescue! After Shinichi explains his and Ran's noble reasons for ever saying someone, the killer silently vows to leave them alone, while Shinichi carries an exhausted Ran off. Later, Conan heads to Agasa's home to see the floppy, which seems like a normal diary at first. However, after highlighting suspiciously blank portions of the floppy, Conan and Agasa discover that the man indeed has ties to the Black Organizatiopn. Agasa and Conan both head to the man's house in Gunma to investigate, and discover that it is bugged in numerous places. Vodka calls the house, leaving a message asking for the program that the man was making, and decides to come out prompty. Conan is able to convince him to meet him at a certain place in a few hours, to deliver the program. Agasa and Conan escape, but their tire is flat, and they are picked up by two people in a fancy car. Conan suspiciously notices that the driver has no idea how to operate the car. The car is stopped by a road block set up by Detective Yamamura who says that he is looking for two bank robbers and kidnappers, whom he shot in a case a few hours before. Conan finally realizes who the people are. After more driving, Conan confronts the two criminals. The criminals try to escape, but Conan is able to capture them in time. He then boldly tries to meet with Gin and Vodka at the place, and hides in a locker, placing a tracker on Vodka's shoe. Gin discovers this, and prompty destroys it. Conan passes out in the locker, only to be woken up by Haibara later that morning.

Upon arrival, there was unmistakable tension from the groom's household members (a banking family) towards the bride-to-be, who was not from an elite background. Subsequently, loss of a valuable heirloom ring given to the bride by the groom threatens to end the marriage before it begun. As Ran, Sonoko and Conan worked hard to locate the missing ring, the bride-to-be herself went missing. More complication arose it was revealed that a decade before, the bride-to-be's father, a glass artisan, committed suicide after being unable to repay a loan to the bank owned by the groom's family.

Sonoko's uncle wants to capture Kaitou Kid to improve his fame. Kaitou Kid arrives on the scene and seemingly walks on air to investigate the treasure he will steal. Conan investigates and finds out the trick Kaitou Kid used. The second time Kaitou Kid tries to steal the jewel but it was revealed to be a distraction. Kaitou Kid steals the jewel from indoors and is making his escape on a motorcycle when Conan is found to be on the passenger seat. Kaitou Kid manages to lose Conan and escape once again.

Agasa, Haibara, Conan, Ayumi, Mitsuhiko, and Genta go camping. While they're camping they find a lantern in a pond with some writing inside. They show the stone lantern to Conan who determines that it is a code to finding a large diamond. The lantern is also hiding another secret...a dead body at the bottom of the pond. After searching the body they find out that he was a treasure hunter who was straggled to death by another person looking for the treasure. They also find a tear-shaped stone with the kanji "inflammation" written on it and a notebook. The notebook suggests that he was murdered by his partner and that Kaitou Kid is also seeking the treasure. Professor Agasa goes back to camp to call the police.

Conan, Haibara, and the Detective Boys decide to enter the house which belonged to Kichiemon a puppet maker and architect of the riddle. The house is filled with all kinds of booby-traps which Genta almost falls victim too until another treasure hunter saves him from a pit of spikes. As they continue to search the house they meet another treasure hunter, and end up falling down a trap door into the basement. Luckily they are saved by Conan's supersized soccerball. In the basement they find Kichiemon's grave, a bunch of human remains, and an old lady. The first treasure hunter reveals grudgingly that he found the mirror artifact and Conan reveals the tear-shaped stone. They continue looking for the sword, which is the last piece of the puzzle.

The old lady nearly gets chopped up by four swinging blades when she steps on a trap. Conan realizes that if one stands in the right spot the blades will not harm you and that one of the blades actually has a handle allowing him to swing over towards the sword. The sword contains the last clue, which leads everyone back to the pond. Mitsuhiko accidentally discovers that the diamond is at the bottom of the pond. The first treasure hunter dives in after it while the second pulls a gun planning to kill everyone and take the diamond for herself. Conan is able to tranquilizer her, but when the treasure hunter comes back up with the diamond the spring starts to pour into the pond causing a massive flood. The only way to stop the flood is to put the diamond back. The old lady turns out to be Kaitou Kid who knew all along that the diamond was unable to be stolen, and Conan allows him to escape on his hang-glider.

Yoko introduced Conan, Ran, and Kogoro to a newscaster named Rena Mizunashi who has experiences persistent "doorbell" pranks. Conan hears the same melody that he heard when Vermouth was calling the boss, and finds out that she's calling Gin.

The letter however is not written in Kid's usual style raising the ideal that an imposter is after Jirokichi's safe. Sonoko invites Ran, Kogoro, and Conan to Jirokichi's house. After examining the security of the safe, Kaitou Kid's card, in its usual style, is found confirming Kaitou Kid's plan to open the safe. Conan suspects that Kaitou Kid is one of the three newly hired workers of Jirokichi. Jirokichi however countinues to proclaim it to be the work of an imposter, causing Conan to suspect Jirokichi's behavior.

The nearly hired maid and adviser inform Conan of Jirokichi's strange behavior. They reveal that after dinner, two places are always missing and Jirokichi always brings his cane with him to the safe. Jirokichi asks the maid for a hand and they head to his room. Jirokichi leaves with his bodyguard for a drive. Shortly after, an unconscious Jirokichi is found tied up and his room and a note of Kaitou Kid is found on the safe. This causes the whole police force that are guarding the safe to abandon their position and chase after "Jirokichi". Conan meanwhile enters the room with the safe revealing the maid was Kaitou Kid in disguise. Conan reveals the first message by "Kaitou Kid" was actually done by Jirokichi asking for Kaitou's kid assistance. Conan also reveals Jirokichi purposely placed suspicion on himself in order to clear the area of cops so Kaitou Kid can open the safe. Inside the safe is revealed to be Jirokichi's dog, Lupin.
