This bit about the boss being introduced in this chapter needs to go for being incorrect. The boss is not confirmed a character in the manga at this time. Sure Conan has an idea there is someone over Gin's head because Gin said he was part of an Organization in chapter 1, but it could be an entire evil board of people sitting around a round table in the shadows. [[Volume 24]] was where ''someone who actually knew what they were talking about'', Gin, confirmed there was a singular person who ordered him around. ::To be honest I'm not exactly sure what your point is, but in Magic Kaito's Blue Birthday case, Snake and Snake's boss (the fat useless mustached guy) confirmed there is a mystery dude overhead that wants Pandora. That is analogous to Gin confirming there is a boss of the BO who ordered Pisco's death in Volume 24. Both statements were spoken by people who are ranked highly and thus highly knowledgeable of their respective organization's structure.
