Nobody seems to be willing to represent Kogoro in the upcoming criminal trial, until [[Ran Mouri|Ran]], [[Eri Kisaki|Eri]], and [[Conan Edogawa|Conan]] are contacted by Kyoko Tachibana, a freelance lawyer, who says she will take on Kogoro's case.

Kusakabe apologises tearfully, but says it is too late, he already hacked the capsule launched from Hakuchō to crash into the Tokyo Metropolitan Police building. In an attempt to prevent casualties, he initiates an IoT -a attack to cause a blackout at Police Headquarters and give everyone time to be evacuated to the Edge of Ocean centre. Kusakabe gives Conan the access code and, with Rei, Professor Agasa, Ai and the Detective Boys, Conan just about manages to detonate the bomb near the capsule in time and allow the capsule to safely drop into the sea - only to realise it is now about to hit the Edge of Ocean casino tower. With seconds before impact, Conan deflects the capsule with a football from his belt.
The post-credits teaser at the end of the movie shows a satellite view of Japan at night and countdown from five to zero with an electronic font, with [[Bourbon]]'s voice saying "Zero!".

Zero the Enforcer is the 22nd movie in the Detective Conan franchise. It was released in Japan on April 13, 2018. A Limited Deluxe Edition BD/DVD was released on October 3, 2018 and included Amuro Secret Call. The pre-story is The Melting Cake!.

Situation

"Edge of Ocean", a newly-built conference and commercial centre, is being prepared to host an international summit. A day before the guests are due to arrive, a restaurant in of the inter-connected buildings is destroyed by an explosion. Members of the Public Security Bureau, including Rei Furuya and Yuya Kazami, who were in the middle of a security inspection, are injured in the blast and there are several casualties.

As officers were patrolling in preparation of the summit, a bomb exploded inside the Edge of the Ocean in the Japanese traditional restaurant.

To everyone's shock and dismay, the fingerprints recovered at the explosion site, match Kogoro's, and police discover further "evidence" on his computer. Nobody seems to be willing to represent Kogoro in the upcoming criminal trial, until Ran, Eri, and Conan are contacted by Kyoko Tachibana, a freelance lawyer, who says she will take on Kogoro's case.

Chief prosecutor Sayoko Iwai reviews the evidence and decides she has got enough to bring Kogoro to trial. She instructs Makoto Kusakabe, one of her prosecutors, to bring charges against Kogoro. The police are still investigating, however, and current findings point to a surprising theory - the gas valve and pressurized cooker used to set off the explosion can be connected to the internet (Internet of Things (IoT)) and that they were remotely accessed via a Nor browser being installed on Kogoro's laptop to set the bomb off. The police hold a press conference presenting their findings and just before it begins, citizens of Tokyo experience all sorts of cases of IoT- devices short-circuiting and setting off small fires. Kogoro was still in prision while these malfunctions happen, which proves he couldn't have been the culprit to begin with, the charges are dropped and Kogoro is released from prison.

Haba worked at a games company and was caught stealing data by agent Kazami and the PSA. He was immediately arrested and committed suicide in his cell.

Conan continues his investigation and finally figures out the true culprit behind the bombings and IoT attacks, on the same day that "Hakuchō" , an unmanned Japanese spacecraft that had been on Mars, is due to land in Tokyo bay.
