Conan, Ran, Kogoro, Professor Agasa and the Detective Boys are on a trip to Ejinbara. While Kogoro, Ran and Conan are visiting the foreigners' cemetery, they rescue a man who is being attacked.

The unknown culprit attempts to stab Miura.

The man introduces himself as Jouji Miura, a lawyer. At Miura's office, they learn about the story about Elizabeth Montgomery; her will and the inheritors: Jirou Toda, Seizou Motomachi, Riki Isezaki - the three "saints" of Ejinbara - and their children, Youko Tsurumi - Elizabeth's adopted child, Isao Sakuragi - the pastor of the Ejinbara church, and Miura himself; as well as the threatening letter that Miura received.

Later, Jirou Toda is found dead in his basement.

Toda is drowned in the locked basement.

A similar threatening letter is found in the room. Conan notices the rusts in the room, which are the same as the ones inside the envelope containing Miura's letter. Also, there is a strange scent in the room.

Miura says he's worried about Youko Tsurumi, as she lives alone and is also one of the inheritors, so they go to her shop to check on her. Here, they meet Isao Sakuragi, as well as Professor Agasa and the Detective Boys. In the shop, Conan and Ai see a picture of Elizabeth and a woman that greatly resembles Tsurumi.

The group later return to the hotel they are staying, which is also the Ejinbara toy museum. The owner of the place happens to be Seizou Motomachi, who also received a threatening letter. That night, an explosion occurs in Motomachi's room.

A fireball appears in Motomachi's room, causing the explosion.

The room has the same scent as in Toda's basement - the scent of sambucus. Miura reveals the tragedy of Sophia Montgomery, Elizabeth's daughter, who is the one in the picture Conan saw.

The day after, the Detective Boys find Mashu Isezaki's - the son of Riki Isezaki - website about hunting the witches. Mashu goes to Tsurumi's shop, accuses her to be a witch and attempts to burn her to death, but is stopped by Sakuragi.

Later, Mashu is found dead in a telephone booth.

Mashu is burned to death inside a telephone booth in Ejinbara park.

It is learned that Mashu and Tsurumi also received threatening letters. Riki Isezaki becomes the prime suspect as at the moment he is the one who will get the inheritance. However, he is also found dead in his hospital. The pictures of Mashu's corpse found in his room also have the scent of sambucus.

The culprit filled Isezaki's room with pictures of his son's corpse, triggering his heart disease.

Conan finds an old article talking about some children's silhouette at Sophia's house on the day of the tragedy, as well as a map inside a book in the Ejinbara hotel's library. He finds the answer to all of the murders.
