[[Kogoro Mouri]] receives a letter from an unknown person. Telling them to go to the Koura Inn to catch a murderer. Following the letter Kogoro, [[Conan Edogawa|Conan]], and [[Ran Mouri|Ran]] goes to Koura Inn in Kuchibashi village, Gunma Prefecture. On the way they met two people named Rokuro Tokubi and Kazuki Araiwa. They ask to stop at a river on the way. Could this have been the murderer? Then a man comes a kicks over the grave (Rocks) made by the deceased friends. This is shown to be the father of the deceased. They go to the inn and find out that the owner of the inn is the father as well. That night Ran, Mouri and Conan go back to the river because Ran lost her phone. Conan figures out the case and tries to knock-out Mouri but accidentally hits Inspector Yamamura instead. He solves the case using the Voice-Changing Bowtie and the case is solved.

<spoiler>As Conan investigates, he realizes how the culprit was able to drown Banzo with swamp water in his own attic. Conan tranquilizes Yamamura and reveals the murderer to be '''Rokuro Tokubi'''. Conan explains combining the water bottle and the paint bottles would be able to carry enough swamp water to commit the crime; The water was then poured into a basin where Banzo was suffocated in. This is evidenced by the diluted paint that are currently in the containers. Tokobi professes to the murder and exclaims Banzo ordered his son to disguise himself as a kappa and play in the river in order to attract customers to the inn. Conan then explains that Tatsuhiko dressed up as the kappa himself to attract customers to his father's inn.
