Kobayashi is a detective from the Tokyo MPD, Division One Investigations, Section Three. Initially, he was part of the Criminal Affairs, Division Two, in charge to capture Kaitou Kid. He loves Sato and is jealous of Takagi, so much to plot with all the police because he remains single.
