Plot
The Detective Boys are walking around Beika and Ayumi notices his Kamen Yaiba enamel pin, which he said was a 24th anniversary pin he won after subscribing to a contest. Genta brings up "Torakage", Yaiba's cat which looks like one of the cats in the neighbourhood. As they are talking about that same cat, Ayumi and Haibara notice it and approach it, seeing that it has a piece of paper in its mouth. Conan takes the piece of paper and notices it says "Shiori hur... help" (シオリはや たすけて).
Meanwhile, across the streets of Tokyo, Sato and Takagi are chasing a helmeted figure on a motorcycle. Sato remembers what forced them to chase them. Earlier, at Haido Park, after the two had just finished an overnight stakeout, Sato noticed a person that parked their motorcycle illegally in front of the park and confronted them, showing them her badge and saying that she (in fact Yumi) will give them a ticket for that, forcing that person to run away and escape, without the briefcase they were trying to retrive in on of the park's trash bins. Other detectives emerge from the park and run after the figure, while Sato is met by an angry Inspector Hatori of the Special Investigation Team, who says that Sato just chased off a kidnapper, even though the police had already issued a warning to all active officers letting them know of the ongoing case. He explains again that Shiori, the daughter of the chairman of Ishigami Commerce, had been kidnapped and that this was the meetup location to pick up the ransom, and that the SIT would use that same briefcase to track the criminal based on a tracker they put inside. He then urged them to chase after that criminal, since their plan was foiled.
As Sato comes back to her senses, Takagi tells her that they now crossed into Kanagawa Prefecture and are out of their jurisdiction area. As they zip through the streets after the kidnapper, Takagi and Sato are noticed by Chihaya Hagiwara, who just finished a traffic stop. She decides to follow them on her police bike. As the kidnapper skips a red light, they narrowly miss a kid crossing the intersection, but Sato and Takagi are not that lucky, and are heading straight into the kid, but luckily, Chihaya arrives in time to scoop up the kid before he is hit. At the end of the ordeal, the three check on each other and notice that the kidnapper has now escaped, but left their damaged motorbike on the side of the road. This means that they headed straight into the nearby Red Brick Warehouse shopping mall. As Takagi talks to Chihaya, he realized who she is, from their first meeting in that matchmaking party case and she reintroduces herself again to both of them. They also brief her on the ongoing kidnapping case. As he explains the case, Takagi receives a call from Conan, who asks them if there is currently a kidnapping case of a girl named "Shiori", as he reads the piece of paper from the cat. Conan explains that he arrived at this conclusion because the paper even though ripped, probably says "Shiori hurry, help" (シオリはやく たすけて). Takagi explains that Shiori lives in Beika Town, 1st Block, No. 8, which is close to where Conan found the paper. Chihaya comes to the conclusion that she must have wrote the paper while she was being kidnapped or is being held close to her home, and proposes that the kid go around the neighbourhood to ask for her whereabouts to Shiori's neighbours, since they are kids and will not raise suspicion. After ending the call with Conan, Chihaya urges Takagi and Sato to come with them inside the shopping mall, to search for the kidnapper.
Back in Beika, the Detective Boys are worried that the scope will be too wide for a search, because the cat could have wondered very far, but Conan deduces that the cat would have probably walked about 100 meters at most, since it is most likely a house cat and not a stray cat, judging from it weight. They thus decide to start their search, but tell each other to make sure not to mention the word "kidnapping". Conan and Genta branch off in one direction, while Ayumi, Haibara and Mitsuhiko take the other. In Yokohama, the police trio found the kidnapper's jacket and goggles, as well as their phone, but cannot access it as it is locked and cannot deduce their identity either from the bike, which was stolen. After walking around a bit and assessing the possible hideout locations, the group deduces the culprit must have hidden in the only place that is not too crowded, but easy to slip into : the pancake shop Bells. Before heading inside, Takagi realizes that Sato's face was seen by the kidnapper, and Chihaya proposes to Sato that they strip, which makes her blush. She in fact meant for both of them girls to swap outfits. While they are changing in Sato's RX-7, Takagi catches a glimpse of one of the girls' butts. After they are done changing, Chihaya comments on the tightness of Sato's outfit around the chest area. The Kanagawa patrol policewoman then grabs Takagi and both head inside the pancake shop and get a place for two. As they sit down, Chihaya says that only three people can be the suspects, as they are the only ones with a mark on their left shoe, which is normal for bikers the left toes are touching the shift pedal and leave a mark on the shoes. Who are those three suspects ?
