The Japanese Public Security Bureau (警備局 Keibi-kyoku, PSB) is a law enforcement organization in the anime and manga Detective Conan. Rei Furuya and Scotch specifically appear to part of the Tokyo Metropolitan Police Department Public Security Bureau (警視庁公安部 Keishichō Kōan-bu) branch which operates out of the Tokyo Metropolis. In Detective Conan, Public Security Bureau agents train at the same police school as ordinary metropolitan police officers. The agency has the nickname Zero.

Rei was assigned to locate Sherry. Conan, with the help of Kaitou Kid and several others, managed to convince Rei that she was killed in a train bombing. While Rei was looking for Shiho he also took the time to investigate Shuichi Akai's alleged death and the FBI illegally stationed in Japan.
