Johei Matsuura (松浦 錠平 Matsuura Jōhei ) is a Japanese screenplay writer, storyboard artist, and technical director.

Biography
Johei Matsuura has been involved in the industry since 1973. Starting with the fifth episode Episode 5: The Shinkansen's Bomb Case, he began to work regularly in the Detective Conan anime, and served as organizer, storyboardist, and episode director for several episodes. However, he quit the anime production in 1999, after doing the storyboard for Episode 143: The Suspicious Astronomical Observation.
Matsuura then returned to the production team in 2002, and only did episode direction thereafter. After directing Episode 309: Contact with the Black Organization (The Negotiation), he quit the production once again and has not returned yet.
During the 1996-1999 period, Matsuura usually worked with Atsushi Aono.
