In the anime version, Heiji appears only once, talking to Conan, but while talking, it shows him from the day before, searching Osaka with Otaki, mostly looking for information on Hidemi, I think. Otaki has no speaking lines, but Heiji says it's him, and you see him with Heiji. I guess in the manga he wasn't mentioned. Thanks for the clarification!
