Scotch (スコッチ Sukocchi ) was a deceased undercover agent from the Secret Police. He was killed while infiltrating the Black Organization.

Background
Not much is revealed about Scotch's past and his time inside the organization, although he might have been acquainted with Rei Furuya, another undercover agent from the Secret Police. He had been killed before his real name was revealed to the other organization members.
