The culprit is Kikuo Inagaki. He's actually a 60-year-old construction worker and his real name is Kozo Yamazaki. The reason why he wanted to kill the assemblyman was because he made his son taking the blame for his corruption and drove him to suicide.

After the kidnapping the real stationmaster it was saved.

Also, true as Noriko claimed, Yuichi Hokari and Carl Morris are also arrested by the Tochigi Prefectural Police for their crime as a con-artist and a pickpocket respectively.

They were also arrested.
