Situation
Returning from a mountain hike, Kogoro, Ran, and Conan are blocked by a heavy thunderstorm in the waiting room of Ōfumoto train station, in a campaign of Tochigi prefecture, with other people. All trains arriving and departing for Tokyo were suspended until the end of the storm.
After being with Conan at the spa of the station, Kogoro finds in his jacket pocket a ticket containing a request for help and the prediction of a murder. A few hours later, Noriko Kurusu, an assemblyman's secretary, suddenly decides to leave the building and is killed. Masako Ueno, the station employee, is also stunned.
