Situation
The Governor of Tokyo, Yuichiro Asakura, receives a threatening letter the day before the opening of Touto Line, a new train line for the Tokyo Metropolitan Subway. During the opening ceremony of the line, Conan Edogawa and the Detective Boys are driven by Professor Agasa and pass under the Touto Line. Conan, having heard about the threatening letter, notices explosives connected to the rails. Using his original voice to inform the police as Shinichi Kudo, he is able to stop the train and divert traffic away from the explosives, preventing any deaths.

Conan researches Asakura's political history for a clue on the culprit and learns that the governor was in charge of the construction of a dam in Kitanosawa, a town in the Niigata Prefecture. Due to the dam's construction, the citizens of Kitanosawa were forced into a new town and their old homes were submerged underwater. Since Asakura's trip to celebrate the anniversary of the dam is canceled by the bombing, Conan speculates information on the bomber could be found in Kitanosawa and plans a trip there.
Conan, the Detective Boys, Ran Mouri, Kogoro Mouri, and Sonoko Suzuki travel to Kitanosawa and enjoy the day playing. They are introduced to a group of locals; their names are Keisuke Yamao, Mizuki Tono, Fuyumi Tachihara, Takehiki Muto, and Shogo Hikawa. The group reveals they were all childhood friends and were part of the group which relocated to the new village. They also reveal its their first gathering in eight years since Yamao was in prison for killing Tono's younger sister, Natsuki Tono, in a hit and run.

The next day, Tachihara's son, Touma Tachihara, awakens from his eight year coma with no memory of his accident. Later that day, Hikawa is found dead in a field.

It is assumed to be suicide since only Hikawa's footprints were found in the snow. Conan reveals Hikawa was killed by an electroshock weapon. The culprit then waited for it to snow and walked away backwards to suggest Hikawa was alone. During a diamond dust caused by the sunrise, Touma experiences a flashback to the day of the accident.
Conan investigates Hikawa's belongings and finds a newspaper clipping detailing a jewelry store robbery dated the day before the hit and run.

A cell site is destroyed by bombs leading Conan to hypothesize the culprit's identity. Meanwhile, the Detective Boys and Touma are hunted down by a sniper.

In order to avoid being seen by the sniper, the Detective Boys and Touma hide in a cave. They head deeper into the cave, which led to a shortcut to the dam. Here Conan explained the culprit's identity.

- This case is clearly modeled after The Time Limit is 15:00!, and The Cursed Tears of Borgia after it.
- In Conan and Ebizo's Kabuki Jūhachiban Mystery (Part 2), Sumiko Kobayashi has given to Inspector Shiratori the coffee mug with love symbols that Haibara and the Detective Boys have bought for her in the gift shop "Snow White" of Kitanosawa Lodge house.
- The Kitanosawa Dam is modeled after the Kurobe Dam, the highest dam in Japan that appears in the ending credits with the Kurobe Gorge Railway. It was projected by Carlo Semenza and Alberico Biadene, who were involved in a dam disaster very similar to this attempt.
- The women in the live action ending theme are Keiko Furukawa and Mai Watanabe.
- Mizuki reappears in Private Eye in the Distant Sea, then she was discharged for accidentally having pushed her sister to death.
- Yamao's hit and run car is a blue 1993 Toyota MR2 GT TURBO [SW20]. The license plate number is 新宿 500, い 10-01 (Shinjuku 500, I 10-01).
- Muto's car to rescue Detective Kids is a silver Toyota Land Cruiser Prado [J120].
- Fuyumi Tachihara's off-road vehicle is a 1991 Black Suzuki Jimny [JA11V].

- Dam's employees' off-road SUV is a 2007 Jeep Patriot [MK74]. The license plate number is 新潟 301, お 95-20 (Niigata 301, O 95-20), but a mistake occurs as in a scene, the license plate briefly changes to 新潟 500, そ 29-21 (Niigata 500, So 29-21).
- A new train line for the Tokyo Metropolitan Subway in live action is Tokyo Metro Fukutoshin Line and the train is a Tokyo Metro 10000 series.
- It is not confirmed, but Tadao Azegami could surely be Touma Tachihara's unmarried father, because they're very similar and, just like Fuyumi, he is very worried for him.
