Masaaki Okakura (岡倉 政明[1] Okakura Masaaki ) is a minor Black Organization member who appears only in The Raven Chaser.

His position is not low working undercover as a civilian like Irish, but it is not enough to have a codename. He is from Tokorozawa, Saitama. Haibara didn't know him.
He carried a memory card containing their entire NOC list, perhaps seeking some sort of insurance as speculated by Vermouth. The organization had grasped the fact and planned to get rid of him shortly. However, he was first stabbed to death by the vicious serial killer Kazuki Honjou for merely self-satisfaction entirely unrelated to the organization, blaming him and other six guests (Shuhei Jinno, Shizuko Kaga, Azusa Kitajima, Kozo Zaitsu, Tsutomu Ryuzaki, and Sumire Shindo) to take up a space in the final elevator that were able to escape the fire that killed Nanako, his beloved younger sister, at the business Hotel Vega in Kyoto on the night of Tanabata two years ago. His eventual murderer has unknowingly made off with his purple amulet bag, one among the accessories often carried with the memory card, in order to frame Kosuke Mizutani, his sister's boyfriend. The boss orders his subordinates to retrieve it before the police catch the culprit and look into the database. For Conan could just be the one single trump card that crushes them, but it was destroyed by Chianti with a shot.
Personality
Unlike most organization members, Masaaki doesn't seem to be a very cruel person and, just like the other victims, he also has a thick side in obligation. Last year, on the first anniversary of her death, to express Nanako his gratitude for allowing him to board the elevator, he brought anonymously one flowers bouquet to her parents and her elder brother on the memorial service day in Funabashi, Chiba.

He has a large stature, brown hair and relatively big eyelashes.

- The seven people who were killed and their items stolen are listed in the police report. The memory card was found in the omamori bag, then the Black Organization NOC was the third victim.
- The red wine drunk by Irish after secured the memory card is an Altaïr Red 2003.[2] There is no official confirmation, but it's probably his codename because Altair is also a star and his crime scene is ordered like Dubhe of the star constellation Big Dipper.
- His address is at 4-chome 19-7, Wada Ward, East Tokorozawa, Saitama Prefecture, with 359-0021 as postal code.[3]
- He never even played mahjong.
