Background
The Central Intelligence Agency sent Ethan Hondou and his daughter Hidemi Hondou to investigate the Black Organization. Hidemi adopts the alias, Rena Mizunashi and joins the Black Organization to spy from within. Due to circumstances, Ethan is forced to sacrifice his life to save Hidemi's. Years after, Eisuke Hondou searches for Rena Mizunashi to avenge his family only to realize her true identity as his sister.

It hasn't been stated why or from where the CIA received the directive to infiltrate the Black Organization. The Black Organization in general hasn't shown any indication that they suspect the CIA might be investigating them. Vermouth suspected that Kir was a NOC, but the term is not specific to the CIA.
