The culprit is Saki Okamura. Okamura made two mistakes. First, on the landing, Yamazaki's shoelaces were untied, but when her body was found, her shoelaces were neatly tied. Second was the flower pedal. The pedal was a evening primrose, since they only bloom at night, they're not included in the children's' garden. In other words, Yamazaki wasn't killed at the center district, but at Okamura's cafe before everybody show up. Okamura confesses that she was behind the embezzlement of the center district, not Okuda. She used Okuda as a scapegoat, to cover up her sins and the fact he always causes trouble for the center district. But when Yamazaki found out about the embezzlement, she threaten to fire Okamura.
