Scotch (スコッチ Sukocchi) was a deceased undercover agent from the Secret Police. He was killed while infiltrating the Black Organization.

Background
Not much is revealed about Scotch's past and his time inside the organization, although he might have been acquainted with Rei Furuya, another undercover agent from the Secret Police. He had been killed before his real name was revealed to the other organization members.

Scarlet Epilogue (Manga: 898)
Scotch was first mentioned in Mange file 898. During Bourbon and Vermouth's conversation, she mentions an infiltrator from the Secret Police who had been killed before they could figure out his name. Bourbon tells her that his code name was "Scotch".
Speculation
It is speculated that Scotch was someone close to his fellow Secret Police agent Rei Furuya (Bourbon), and Shuichi Akai might have been responsible for the former's death, resulting in Furuya's deep hatred for Akai.
- According to the Organization codenaming scheme, Scotch is assumed to be a male, though Vermouth didn't specify the gender.
- When Bourbon reminds Vermouth of Scotch's code name, he shows a mysterious expression, which somewhat resembles a sorrowful look.[1]
- When Akai mentions to Jodie and Camel about Bourbon's hatred for him, he recalls a scene when he and Bourbon were standing together, with blood splatters on their clothes, hinting at a sanguinary incident.[2]
