The Japanese Secret Police is a law enforcement organization in the anime and manga Detective Conan. It appears to be based on the Japanese Security Bureau (警備局 ?, Keibi-Kyoku). Amuro and Scotch specifically appear to part of the Tokyo Metropolitan Police Department Public Security Bureau (警視庁公安部 Keishichō-kōanbu?) branch which operates out of the Tokyo Metropolis. In Detective Conan, Secret Police agents train at the same police school as ordinary metropolitan police officers. The agency has the nickname Zero.

Background

At some point the Japanese Secret Police learned of the existence of the Black Organization. Rei Furuya, using the alias Tooru Amuro, and another man infiltrated the Organization. After distinguishing themselves in an unknown fashion, the Boss of the Black Organization gave the two codenames. Rei became "Bourbon" and the other man became "Scotch". For some unknown reason, Scotch was killed by Shuichi Akai who was also infiltrating the Black Organization on behalf of the FBI at the same time. As a result, Rei Furuya hated Shuichi and the FBI generally and hoped they would leave Japan altogether.

Agents

Although many unamed agents were shown being ordered around by Rei Furuya only two agents have been named.

  • Rei Furuya - Also going by the alias Tooru Amuro, he has the codename Bourbon in the Black Organization. He has a rivalry with Shuichi Akai and the FBI as a whole stemming form Scotch's death.
  • Man with the codename Scotch - A man who was killed by Shuichi Akai while he was infiltrating the Black Organization.

Plot timeline

Bourbon and Akai Arc

Bourbon was assigned to locate Sherry. Conan, with the help of Kaitou Kid and several others, managed to convince Bourbon that she was killed in a train bombing. While Bourbon was looking for Shiho he also took the time to investigate Shuichi Akai's alleged death and the FBI illegally stationed in Japan. With the help of Vermouth, he impersonated Shuichi Akai and discovered that he was not actually dead.

Rei later gathered up a team of men to confront a man he believed to be Shuichi in disguise: Subaru Okiya. Shuichi Akai then challenged the Secret Police directly, preventing them from detaining Jodie and Camel. Rei confronted Shuichi Akai by phone and found out that Shuichi did not kill Scotch out of malice, and he was genuinely sorry he died. Shuichi also turned over a handgun to the Secret Police for analysis. Rei's discovery of Shuichi's faked death was not disclosed to the Black Organization.

Japanese Secret Police and the Black Organization

It hasn't been stated how the Japanese Secret Police discovered the Black Organization. The Black Organization in general hasn't shown any indication that they specifically suspect the Japanese Secret Police might be investigating them.

Japanese Secret Police and the FBI

Initially Rei Furuya and the Secret Police in general wanted the FBI, who are operating illegally in Japan, completely deported. Rei Furuya in particular wanted to arrest Shuichi Akai for killing Scotch. After The Scarlet Return, the secret police appear to be grudgingly tolerating the FBI's presence.

The Japanese law enforcement not appear to know about the Secret Police's mission or about the Black Organization at all.
