Masaaki Okakura (岡倉 政明 Okakura Masaaki ) is a minor Black Organization member who appears only in the thirteenth movie, The Raven Chaser.
Background
Masaaki Okakura is a Parliamentary Secretary who lives at 4-chōme 19-7 from Wada District, East Tokorozawa, Saitama Prefecture[1] Like Irish, he is a NOC (Non-Official Cover), a minor Black Organization agent that have infiltrated various organizations. He obtained a memory card listing all Black Organization NOCs, possibly as insurance as speculated by Vermouth.
He was set to be executed by the Black Organization, but was killed first in Ikoi Forest (Nerima Ward, West Ooizumi) with a stab wound by Kazuki Honjo, a Chiba accountant and serial killer, in a crime of revenge for his younger sister's death entirely unrelated to the Black Organization. Two years ago, on the day of Tanabata, there was a huge fire accident in Hotel Vega, a business hotel in Kyoto, and he was a guest on the sixth floor. The elevator could only hold seven, but eight people needed to escape and he was one of these. Nanako Honjo, a twenty-three years old woman, voluntarily stepped out the elevator and died due smoke inhalation.
Without knowing it, his murderer taken away the charm bag (お守り袋 omamori bukuro ) with the memory card. So the boss orders to Irish to kidnap and then disguise himself as Superintendent Matsumoto with Vermouth's help, infiltrate the police coalition, and retrieve the memory card before the police catch the culprit and look into the database. After Irish collected the memory card and his cover was blown, Gin has Chianti kill Irish and destroy the memory card with a single shot.
Personality
Unlike most Black Organization members, Okakura is not very cruel. In fact, for express his gratitude to Nanako, he brings anonymously flowers to her parents and her older brother from Chiba on the day of the memorial service last year.

- Haibara doesn't know anything about him. In fact, although she certainly heard the news about the victim who was killed in Tokyo, he didn't recognize him.
- The photo in the police report shows him with four men behind: three in Western clothes as him and one fat with kimono, and one on his left who holds his right hand on his shoulder. However, it's unknown if they're relatives or co-workers.
