Masaaki Okakura (岡倉 政明 Okakura Masaaki) is a minor Black Organization member who appears only in movie 13, The Raven Chaser.

Background
Masaaki Okakura is a Parliamentary Secretary who, like his co-worker Irish, is a NOC, a minor Black Organization agent that have infiltrated various organizations, without a codename. He obtained a memory card listing all Black Organization NOCs, possibly as insurance as speculated by Vermouth. He was then set to be executed by the Black Organization.
However, in Ikoi Forest, Nerima Ward of West Ooizumi, he was killed first with a stab wound by Kazuki Honjou, a Chiba accountant and serial killer, in a crime of revenge for his beloved younger sister's death entirely unrelated to the Black Organization. Two years ago, on the night of Tanabata, there was a huge fire accident in Hotel Vega from Kyoto. The elevator could only hold seven, but eight guests on the sixth floor needed to escape, and he was one of these. Nanako Honjou, a young girl, voluntarily stepped out the elevator and died due to smoke inhalation.
Without knowing it, his murderer taken away the charm bag (お守り袋 omamori bukuro) with the memory card to trick Kosuke Mizutani, Nanako's boyfriend, and create a scapegoat. The Boss orders then to Irish to kidnap and disguise himself as Superintendent Matsumoto with Vermouth's help, infiltrate the police coalition, and retrieve the memory card before the police catch the culprit and look into the database. After Irish has collected the memory card and his cover was blown, Gin has Chianti kill Irish and destroy the memory card with a single shot, before Conan can obtain it as a single card to destroy the Black Organization.
Personality
Unlike most Black Organization members, Masaaki Okakura doesn't seem to be a very cruel person. For express to Nanako his gratitude for saving his life, he brings anonymously flowers to her parents and her older brother at Chiba on the day of the memorial service last year.

Kazuki Honjou
Kazuki Honjou is a Chiba accountant. He murdered Masaaki for taking up a space in the final elevator that was able to escape the fire that killed his beloved younger sister, Nanako Honjou.
Trivia
- He lives at 4-chōme 19-7 from Wada Ward[1], East Tokorozawa, Saitama Prefecture.[2]
- Haibara doesn't know anything about him. In fact, although she certainly heard the news about the victim who was killed in Tokyo, he didn't recognize him.
- He has the same large stature of Irish and the talisman that often took with him was just to have a healthy and secure body.
- The photography in the police report shows him along with four men behind: three in Western clothes as him and one fat with kimono, and the one on his left holds his right hand on his shoulder. However, it's unknown if they're relatives or co-workers.
- His crime scene is ordered like Dubhe, the first star constellation in the Ursa Major, with the letter Alpha on the mahjong tile.
