Masaaki Okakura (岡倉 政明 Okakura Masaaki) is a minor Black Organization member who appears only in movie 13, The Raven Chaser.
Background
Masaaki Okakura is a Parliamentary Secretary who lives in 4-chōme 19-7, Wada Ward[1], East Tokorozawa, Saitama Prefecture.[2] He is a NOC, a minor Black Organization agent that have infiltrated various organizations, without a codename. He obtained a memory card listing all Black Organization NOCs, possibly as insurance as speculated by Vermouth. He was then set to be executed by the Black Organization.
However, in Ikoi Forest, Nerima Ward of West Ooizumi[3], he was before stabbed by Kazuki Honjou, a Chiba accountant. Two years ago, on the night of Tanabata, there was a huge fire accident in Hotel Vega from Kyoto. The elevator could only hold seven, but eight guests on the sixth floor needed to escape, and he was one of these. Nanako Honjou, Kazuki's younger sister, voluntarily stepped out the elevator and died due to smoke inhalation.
The unaware serial killer taken away his charm bag (お守り袋 omamori bukuro) with the memory card to frame Kosuke Mizutani, his sister boyfriend. The boss orders Irish to retrieve it before the police catch the culprit and look into the database. Gin has Chianti kill Irish and destroy the memory card, a single card for Conan to destroy the Black Organization, with a single shot.
Personality
Unlike most Black Organization members, Masaaki doesn't seem to be a very cruel person. Wanting to express Nanako his gratitude for saving him, he brings anonymously flowers to her parents and her older brother at Chiba on the day of the memorial service last year.
