Masaaki Okakura (岡倉 政明 Okakura Masaaki) is a minor Black Organization member who appears only in movie 13, The Raven Chaser.

Background
Masaaki Okakura was a Parliamentary Secretary who lived in 4-chōme 19-7, Wada Ward, East Tokorozawa, Saitama Prefecture.[1] He was a NOC, a minor Black Organization agent that have infiltrated various organizations, without a codename. He obtained a memory card listing all organization NOCs, possibly as insurance as speculated by Vermouth. The organization planned then to execute him.
However, at Ikoi Forest in Nerima Ward and West Ooizumi, he was before stabbed by Kazuki Honjou, a Chiba accountant. During a huge fire accident in Kyoto Hotel Vega on the night of July 7 two years ago, the elevator could only hold seven, but eight guests on the sixth floor needed to escape, and Masaaki was one of these. Nanako Honjou, the younger sister of Kazuki, voluntarily stepped out the elevator and died due smoke inhalation.
To frame Kosuke Mizutani, the boyfriend of Nanako, the unaware serial killer taken away his charm bag (お守り袋 omamori bukuro) with the memory card. The boss orders Irish to retrieve it before the police catch the culprit and look into the database. Gin has Chianti kill Irish and destroy the memory card, a single card for Conan to destroy the organization, with a single shot.
Personality
Unlike most Black Organization members, Masaaki doesn't seem to be a very cruel person. Last year, to express Nanako his gratitude for her sacrifice, he sends anonymously flowers to her parents and older brother on the Chiba memorial service day.

Sumire Shindo, age 34, was an abstract painter who lived in Hachioji. She was one of the eight guests on the sixth floor and the seventh victim of the serial killer.
