Masaaki Okakura (岡倉 政明[1] Okakura Masaaki ) is a minor Black Organization member who appears only in The Raven Chaser.

Background
Masaaki Okakura is a minor Black Organization agent, disguised as a parliamentary secretary, very suitable for a NOC sent by the organization to inquire about senior government officials information. His position is not low, but it was not enough to have a codename.[2] He lives in East Tokorozawa, Wada Ward fourth district 19-7, Saitama Prefecture.[3][4]
He carried a memory card containing their entire NOC list, perhaps seeking some sort of insurance as speculated by Vermouth. The organization had grasped the fact and planned to get rid of him shortly. However, after being attacked with a stun gun and kidnapped, he was first stabbed to death with a large knife[5] by Kazuki Honjou, a Chiba certified public accountant, for a personal revenge entirely unrelated to the organization.
On the night of Tanabata two years ago, during a Kyoto huge fire accident caused by a lit cigarette that belonged to a guest on the fifth floor, the business Hotel Vega only elevator's capacity was limited to seven people, but eight trip guests on the sixth floor needed to escape, and Masaaki was one of these. Nanako Honjou, his eventual murderer's kind younger sister, voluntarily stepped out from the elevator and died in place of those seven people due smoke inhalation as another guest, after being unable to escape the flames because the emergency staircase was unusable.
In order to frame Kosuke Mizutani, his sister's boyfriend, as the presumed murderer, the serial killer has unknowingly made off with his purple charm bag, one among the accessories often carried with the memory card. The boss orders Irish to retrieve it before the police catch the culprit and look into the database. Gin has Chianti kill Irish and destroy the memory card, that for Conan could just be the one single trump card that crushes them, with a single shot.
Personality
Unlike most Black Organization members, Masaaki doesn't seem to be a very cruel person and he also has a thick side in obligation. Last year, on the first anniversary of her death, to express Nanako his gratitude for allowing him to board the elevator, he brought anonymously one flowers bouquet to her parents and older brother on the Chiba memorial service day, just like the other six guests.

Kazuki Honjou
The vicious serial killer Kazuki Honjou murdered Masaaki for merely self-satisfaction, blamed him to take up a space in the final elevator that was able to escape the fire that killed his beloved younger sister Nanako. A year ago, when he heard from Mizutani that the artist Sumire was staying in the same hotel on the same floor, he went to her personal new art exhibition to ask some questions. At that time, he happened to overhear Sumire and Ryuzaki talking about the whole story of how Nanako died. But even still, according to Kazuki, that doesn't change the fact that it was because of them boarding that elevator that she died. Kazuki lied to Mizutani that Nanako was chased out of the elevator because he was hoping he would be the one taking revenge on them, but Mizutani didn't have the courage to do so, that's why he had to do it himself. Defeated by Conan and Irish, he is arrested by the Tokyo police and, according to Mizutani, he'll get a death sentence for a wide-scale serial murder case, due also because he didn't turn himself in.

Nanako Honjou was a 23-year-old childminder who lived with her boyfriend, the freeter Kosuke Mizutani, in Jindai Ward from Mitaka City.

Shuhei Jinno is a 43-year-old Tohto University assistant professor from Matsumoto City. He became the first victim stabbed by the serial killer.
Shizuko Kaga
Shizuko Kaga is a 54-year-old restaurant maître d' from Kamakura. She became the second victim stabbed by the serial killer before him.
Azusa Kitajima
Azusa Kitajima is a 31-year-old IT company temporary staff from Kawasaki. She became the fourth victim stabbed by the serial killer after him.
Kozo Zaitsu
Kozo Zaitsu is a 61-year-old bike shop owner from Numazu. He became the fifth victim stabbed by the serial killer.
Tsutomu Ryuzaki
Tsutomu Ryuzaki is a 28-year-old estate entrepreneur from Ogawara. He became the sixth victim in a car accident caused by the serial killer.
Sumire Shindo
Sumire Shindo is a 34-year-old abstract painter from Hachioji City. She became the seventh victim stabbed by the serial killer.
Honjou couple
Honjou couple are Kazuki and Nanako's parents.
Trivia
- The seven people who were killed and the items stolen are listed in the police report. The Black Organization's memory card was found by Irish in the charm bag, implying the Black Organization NOC was him.
- The wine dinked by Irish after find the memory card is an Altaïr Red 2003, then could still be his codename. Altair is also a star.
- The place where he was killed and his body left, Ikoi Forest in Nerima Ward, is aligned perfectly with Dubhe from the star constellation Big Dipper, with the Greek alphabet letter Alpha on the mahjong tile, that has the shape of an elevator and the black line drawn on the back represent its doors.
