Situation
Located in Tokyo Bay, the newly built integrated resort and convention centre "Edge of Ocean" is going to host an upcoming Summit Meeting. On April 28th, prior to the opening ceremony scheduled on May 1st, more than 22,000 police officers are securing the building when a large-scale explosion occurs.

As officers were patrolling in preparation of the summit, a bomb exploded inside the Edge of the Ocean in the Japanese Traditional restaurant.

On the spot is Tooru Amuro from the National Public Security Police. Conan wondered why the explosion occurred days before instead of during the summit, and noted the suspicious behavior of Amuro. Investigations found incriminating fingerprints at the crime scene which match Kogoro Mouri's when checked against all past and present police personnel.
A strange hacking past case emerged in which Amuro was blamed for the suicide of the suspect, who is linked to the characters involved in the present case. When prosecutors were filing charges against Kogoro, a series of explosions went off all over Tokyo City. As Conan and the Public Security probed into the conspiracy behind the case, they noted the past hacking case was of the American space agency which happened to be managing the return of an unmanned Martian mission craft called "Swan" ("Hakuchō"), its scheduled re-entry coinciding with the summit schedule as well as programmed to land off Tokyo Bay.
Meanwhile, Hyoe Kuroda is also moving.

The true culprit is Makoto Kusakabe. His goal was to dishonor the Public Security Police by making Edge of Ocean explode a few days before the international summit. His mobile was to avenge the death of Fumikazu Haba, who was a friend and assistant, who worked for him and was unjustly sent to jail by the PSB before committing suicide in his prison cell.
Amuro reveals to Kusakabe that he made a deal with Haba when he was prosecuted: the PSB would declare Haba dead, and in exchange didn't send him to prison and made him an informant for the police. Haibara and the Professor film Haba in Agasa's house and show the video to Kusakabe.

- In order to know more about where his character works, Rei Furuya's voice actor read the book Secret Police Division J before recording the lines for his character.
- This case about lawyers just seems to be modeled after The Bay of Revenge. Kyoko Tachibana bears a strange resemblance with Kensuke Tachibana, the famous and corrupt Tokyo lawyer killed then and has the same surname ideogram. However, despite being very probable, nothing confirms that she is his daughter and doesn't show the picture on her former law office's desk.
- A police poster represents volume 23.
- In the karaoke bar from file 1013, Naeko sings the movie ending.
- This movie became the highest grossing Detective Conan movie, continuing the series record of each movie surpassing the next ever since The Eleventh Striker.
