Plot overview
Andre Camel initially appeared to be suspicious FBI agent, possibly a Black Organization infiltrator. Jodie called out to him right before the strategy meeting, and after showing her his badge, he told her to hold on while he finished his call to his wife. In reality, he most likely contacting Akai about details for the upcoming plan to return Rena to the Org that involved tricking the rest of the FBI as well.
During the strategy meeting, Camel encouraged the FBI to consider a plan to move Kir quickly and pointed out he was an excellent technical driver and would be up for the mission. After the meeting adjourned, Jodie, who felt a bad vibe from Camel, asked Akai if he had seen Camel before. Akai lied, saying he hadn't, but tried to reassure Jodie by saying he would never forget an enemy face.
Akai had contacted him secretly, needing someone to volunteer to drive Kir in one of the three vans, pretend to crash, and then escape the detonating van to trick the Black Organization and the FBI into thinking Kir was successfully recaptured. But it was later revealed that he was working with Akai and helped them (with Conan) to transfer Mizunashi Rena back to the Black Organization without them suspecting anything.
He also got involved in a murder case in New Beika Hotel wherein he became one of the suspects. The police got suspicious of him because he was running down the stairs and was sweating. Jodie helped him get away from it, by pretending they were lovers and he got worried to Jodie so he went to visit her. It was later revealed that two years ago, when Akai was still a member of the Black Organization, he was the FBI agent that caused to fail the mission on capturing an executive member of the BO. So when, Akai asked if anyone was up for the plan (on Mizunashi Rena's transfer), he volunteered himself even though he was warned that it would cost his life. He felt guilty about the death of Akai's girlfriend, Akemi Miyano.
