Situation
During the Italian carnival, among the alley, Conan and Kogoro are talking with one of the shop owners in the alley named Takashi Yamaura, while having their dinner joyfully in his Italian bar. However, this marvellous scenario is then disrupted by the destruction of the wall of the shop. The culprit is obviously the owner of this alley, Kusumi Hiroyuki. Due to the fact that numerous shop owners in the alley rejected the demolition request, Kusumi attempts to harass them, this becomes a severe issue until some shop owners died due to exhaustion. Under the assistant of Fumio Nakano, the sushi shop owner, along with Yuji Yonezawa, the "Creative Izakaya" owner, they have successfully got rid of Kusumi.
After a while, Kogoro who is inside the bathroom discovered another person...
