Hiroyuki Horiuchi (堀内 博之 ,Horiuchi Hiroyuki) is a Japanese animator from Aomori Prefecture. He does mechanical designing, key animation, and animation director works in Detective Conan anime and movies.

Horiuchi was involved in the production of the Detective Conan anime fairly early, starting with the 2nd episode Company President's Daughter Kidnapping Case, in 1996. He did key animation mostly in the anime, except being the prop designer and animation director for The Gathering of the Detectives! Shinichi Kudo vs. Kaitou Kid, and being the layout supervisor for Miracle at Koshien Ball Park! The Defiants Face the Dark Demon. After 2007, Horiuchi mainly focused on the production of Detective Conan movies. In which he served as different kinds of animation director, such as effect and action animation directors.

In addition, Horiuchi served as the technical advisor for episodes 343-344, 346-382, and 384-408.
