Kudo or Kaitou?

I don't think the face is Kudo, because he already appears in the beginning faces with Conan at the 0:10 mark. I don't think they would put him in twice. Also, Nakamori is in the group of faces, so why would they put in Nakamori without putting in Kaitou? I'm talking about at the 0:48 mark, by the way.
