Conan and Mistuhiko both realise that 252 is the number for when someone is in need of rescue and are unable to flee. Mitsuhiko tells the group it's a radio code used by the Tokyo Fire Department and that his sister taught him. Also 254 is the code for those on standby to wait in place. After Ayumi panics they decide to go to find Genta together.
