Zero the Enforcer is the 22nd movie in the Detective Conan franchise. It was released in Japan on April 13, 2018. A Limited Deluxe Edition BD/DVD was released on October 3, 2018 and included Amuro Secret Call. The pre-story is The Melting Cake!.

Case

Situation

"Edge of Ocean", a newly-built conference and commercial centre, is being prepared to host an international summit. A day before the guests are due to arrive, a restaurant in of the inter-connected buildings is destroyed by an explosion. Members of the Public Security Bureau, including Tooru Amuro and Yuya Kazami, who were in the middle of a security inspection, are injured in the blast and there are several casualties.

Bombing-Murder
	Location: Edge of Ocean, Tokyo Victim: Police officers inside the building (fatal) and outside (non-fatal include Tooru Amuro and Yuya Kazami). Cause of death: Explosion Suspects: Kogoro Mouri As officers were patrolling in preparation of the summit, a bomb exploded inside the Edge of the Ocean in the Japanese traditional restaurant.

To everyone's shock and dismay, the fingerprints recovered at the explosion site, match Kogoro's, and police discover further "evidence" on his computer. Nobody seems to be willing to represent Kogoro in the upcoming criminal trial, until Ran, Eri, and Conan are contacted by Kyoko Tachibana, a freelance lawyer, who says she will take on Kogoro's case.

Chief prosecutor Sayoko Iwai reviews the evidence and decides she has got enough to bring Kogoro to trial. She instructs Makoto Kusakabe, one of her prosecutors, to bring charges against Kogoro. The police are still investigating, however, and current findings point to a surprising theory - the gas valve and pressurized cooker used to set off the explosion can be connected to the internet (Internet of Things (IoT)) and that they were remotely accessed via a Nor browser being installed on Kogoro's laptop to set the bomb off. The police hold a press conference presenting their findings and just before it begins, citizens of Tokyo experience all sorts of cases of IoT- devices short-circuiting and setting off small fires. Kogoro was still in prision while these malfunctions happen, which proves he couldn't have been the culprit to begin with, the charges are dropped and Kogoro is released from prison.

Attempted Murder or Accident?
	Location: Prosecutor's office Victim: Sayoko Iwai Age: 40 years old Injury: Electrocution Suspects: Makoto Kusakabe and Kyoko Tachibana As Sayoko and Makoto discussed Kogoro's case, her hair suddenly caught fire by electrocution. Makoto extinguished the fire and helped her.

Suicide (Past)
	Location: Tokyo Detention House Victim: Fumikazu Haba Time: A year ago Haba worked at a games company and was caught stealing data by Agent Kazami and the PSA. He was immediately arrested and committed suicide in his cell.

Conan continues his investigation and finally figures out the true culprit behind the bombings and IoT attacks, on the same day that "Hakuchō" , an unmanned Japanese spacecraft that had been on Mars, is due to land in Tokyo bay.

The true culprit is prosecutor Makoto Kusakabe. Fumikazu Haba was his informant and worked with him on an investigation into hackers who targeted Japan's space agency. Haba also fell in love with Tachibana, having met heron an earlier case. During the investigation, Haba discovered the hackers were working for a game company and broke in, trying to find evidence to arrest them. He was framed and arrested. The Public Security Bureau interrogated him, Toru Amuro was the agent in charge of his case, and after Haba had apparently committed suicide, Kusakabe wanted to get revenge for his friend and decided to target the Bureau.

Amuro, who has been listening in to Kusakabe's confession, reveals that Haba's death was faked to get the prosecutor's office to stop using and abusing informants.

Kusakabe apologises tearfully, but says it is too late, he already hacked the capsule launched from Hakuchō to crash into the Tokyo Metropolitan Police building. In an attempt to prevent casualties, he initiates an IoT -a attack to cause a blackout at Police Headquarters and give everyone time to be evacuated to the Edge of Ocean centre. Kusakabe gives Conan the access code and, with Amuro, Professor Agasa, Ai and the Detective Boys, Conan just about manages to detonate the bomb near the capsule in time and allow the capsule to safely drop into the sea - only to realise it is now about to hit the Edge of Ocean casino tower. With seconds before impact, Conan deflects the capsule with a football from his belt.

Amuro explains to Conan that he had to frame Kogoro to get Conan involved, because Amuro couldn't have been involved in the investigation otherwise.

• This movie became the second highest grossing Detective Conan movie, just after The Fist of Blue Sapphire.
• In order to know more about where his character works, Rei Furuya's voice actor read the book Secret Police Division J before recording the lines for his character.
• A police poster represents volume 23.
• Kyoko Tachibana bears a resemblance with Kensuke Tachibana, the famous and corrupt Tokyo lawyer killed in The Bay of Revenge, and has the same surname kanji. The movie doesn't show the picture on her former law office's desk, but the painting near the door is about the threes on the left of Tachibana villa, and the one behind her about some threes at the cape where he lived. • The english dub was reprised by the english dubbing Los Angeles based company Bang Zoom! Entertainment and restarted in 2019 after FUNimation's dubbing stopped in 2010 with The Phantom of Baker Street (Movie 6).
• It was first aired in the United Arab Emirates with subtitles in Arabic before airing in the United States at the Anime Expo at Los Angeles.
