Resolution
The culprit is Akira Matsubara. He used his acquaintance with the Saekis to plan his kidnapping and blackmail scheme, and chose Suzuko for the ransom delivery because her intense affection for Reina would make her follow his orders without question, and because of one other pivotal detail: The diamonds he sold to her for the ransom money are unusually big for their value and therefore surely fakes made of glass.
Matsubara used the glass imitations to sack the ransom without financial loss to himself, and then freely spend it afterwards since he has acquired the money in a legitimate business transaction. In order to hide the fact that the purchased diamonds are fake, he instructed Suzuko to put them into the marked glass bottle, which is really made of sugar glass, which would eventually dissolve in water, sinking the fake diamonds to the bottom of the river. However, Conan recovered the bottle before Reina was returned to her parents, which is a decisive clue that the diamonds are fake. In addition, Conan figured out the true nature of the bottle after Suzuko told him about the ants crawling all over the bottle (since ants are attracted to sugar). Following its recovery, the serial number on the intact bottle could be used to track down its purchaser.
In desperation, Matsubara tries to smash the bottle in order to destroy this piece of evidence against him, but Conan puts him to sleep before he can finish his move, and the culrpit is collected by the police Conan has informed. However, from his dive into the river to recover the bottle Conan has two involuntary souvenirs to show for his efforts: A fish in his clothes' pocket (found by Ran as she prepared to wash them), and a sappy bout of cold.
