Quarter of Silence is the 15th movie in the Detective Conan franchise. It was released in Japan on April 16, 2011.

Situation
A day before the opening of the Toto Line, a new line of the Tokyo Metropolitan Subway, governor Yuichiro Asakura receives a bomb threat.
The following day, while the Toto Line is formally opened,Conan Edogawa and the Detective Boys go on a trip with Professor Agasa and Agasa's car passes directly underneath the new subway tracks.
Conan, who heard about the bomb threat, spots explosives tied to the rails as the car passes them. He decides to act immediately, calling the police and using his bow-tie to change his voice to Shinichi Kudo's. With Conan's help, the police are able to divert the new trains away from the bombs and prevent casualties.

Investigating Asakura's background, Conan learns that the governor authorised construction of a dam in Kitanosawa, a town in Niigata prefecture. Kitanosawa was evacuated to make room for the dam, the citizens had to leave their homes and their houses were flooded by the new dam. Since Asakura has been forced to cancel an upcoming trip to Kitanosawa to celebrate the anniversary of the dam, Conan speculates the bomber could have ties to the former town and decides to continue his investigation in Kitanosawa.
Conan, the Detective Boys, Ran Mouri, Kogoro Mouri, and Sonoko Suzuki travel to Kitanosawa and have a fun day in the snow. They befriend a few former citizens, childhood friends Keisuke Yamao, Mizuki Tono, Fuyumi Tachihara, Tahehiko Muto and Shogo Hikawa. The friends were among the citizens that decided to relocate to the new village after Kitanosawa was flooded.
They also explain that they haven't seen each other for eight years because Yamao had to spend several years in prison for accidentally killing Mizuki's younger sister Natsuki in a hit-and-run. Fuyumi's son Toma was in a serious incident a day after Natsuki's death and has been in a coma ever since.

While Touma was out in the fields, playing, he witnessed a crime. He was chased by someone and fell from a high place, slipping into a coma because of his serious injuries. He is unable to remember the details about the previous case. During a walk with Yamao's classmates and the Detective Boys, they find Hikawa's corpse.

Only Hikawa's footprints are found in the snow so the police initially suspect a suicide. Conan examines the body and finds Hikawa was killed by an electro shocker. The murderer then waited for snowfalls and walked backwards in Hikawa's footprints to make everyone suspect Hikawa was alone. The sun sets, causing a diamond-like dust to appear in the sky and Toma suddenly has a flashback to the day of the accident.
It is assumed to be suicide since only Hikawa's footprints were found in the snow. Conan reveals Hikawa was killed by an electroshock weapon. The culprit then waited for it to snow and walked away backwards to suggest Hikawa was alone. During a diamond dust caused by the sunrise, Touma experiences a flashback to the day of the accident.
Conan searches Hikawa's belongings and finds a newspaper clipping about a robbery that occured eight years ago.

On the 15th at around 11:00 pm, an unknown perpetrator broke into Misuzu Jewelry located in Yaoi City, Shinjuku Ward, Tokyo. The culprit stabbed 51-year-old company president Eiko Misuzu to death with a sharp blade. The robber allegedly made off with one billion yen worth of jewelry.

A cell phone tower near the village is destroyed by bombs, providing Conan with a clue about the murderer's identity. Meanwhile, the Detective Boys and Touma are hunted down by a sniper.

In order to avoid being seen by the sniper, the Detective Boys and Toma hide in a cave. They head deeper into the cave, which lead to a shortcut to the dam. Conan follows them and explains his deductions.

Conan catches up with his friends and leads them towards the dam.
He explains that Keisuke Yamao has been responsible for Hikawa's murder and the destruction of the cellphone tower. Yamao was the robber who attacked the jewelry shop in Shinjuku and escaped by car to Kitanosawa. On his way, he accidentally ran over Natsuki and killed her. Toma witnessed the car accident. Yamao kidnapped Toma to avoid having witnesses. Toma spotted the diamonds Yamao stole (which is why he started to remember when he saw the diamond dust in the sky earlier), escaped from Yamao and fell down a cliff, injuring his head and falling into a coma. After losing Toma, Yamao buried the diamonds on a property in Kitanosawa and turned himself in for Natsuki's death. The dam project flooded the village of Kitanosawa, making Yamao unable to search for his bounty after he got out of prison. Therefore, he decided to bomb the dam to continue his search in the remains of the former village. To have more time to search, he had to come up with a reason to delay Governor Asakura's trip to Kitanosawa dam and destroy the cellphone towers to prevent news of the destruction of the dam reaching the rest of the country.

Upon seeing Mizuki, Toma suddenly remembers the entire accident again. It was Mizuki who argued with her sister and gave Natsuki a shove, causing her to stumble onto the road and being fatally hit by Yamao's car. Mitzuki confesses that she shot at Toma earlier to prevent him from remembering the accident and she claims she did not want her sister to die.

Yamao, having set off the bombs in the dam, forces them to flee. Conan diverges from the group intending to start an avalanche by creating grooves in a steep mountain with his motorized snowboard to divert the flow away from Kitanosawa. He is successful, but his motor short-circuits, causing him to be caught in the avalanche.

He is eventually rescued when Ran calls Shinichi's cellphone causing him to regain consciousness. He alerts the others of his position by deploying a soccer ball from his belt.
In the aftermath, the jewels are recovered, Yamao is arrested again, and Mizuki turns herself in for what she accidentally did to her sister, but she will be soon discharged.

- In Conan and Ebizo's Kabuki Jūhachiban Mystery (Part 2), Sumiko Kobayashi has given to Inspector Shiratori the coffee mug with love symbols that Haibara and the Detective Boys have bought for her in the gift shop "Snow White" of Kitanosawa Lodge house.
- The Kitanosawa Dam is modeled after the Kurobe Dam, the highest dam in Japan that appears in the ending credits with the Kurobe Gorge Railway.
- The women in the live action ending theme are Keiko Furukawa and Mai Watanabe.

The special guest voice actor for this movie appears to be the photographer Yoichi Watanabe as Detective Watanabe. Though Keitarou Asou a veteran actor in the role of Yuichiro Asakura and newcomer singer/live voice blogger Roi Hino in the role of Kana Mizuta are also quite high profile in Japan and normally don't work as voice actors.
