Situation
Part 1
After the confrontation with Black Organization, Jodie Starling offers Ai Haibara to join the Witness Protection Program, which allows Haibara to escape the Black Organization by faking her name and cutting ties with her friends.
One rainy on the way from school, Ayumi collides with an escaping phantom killer and she isn't able see the face of the killer, due to him being concealed with a hat and hood. The phantom killer fells upon colliding with Ayumi and drops his knife he used for a recent slasher attack. Once the phantom killer gets up, he faced Ayumi and reaches out to her. Ayumi screams in fear of harm, but he only picks up a small object from the ground and then flees the scene afterwards. A clue is left behind when Ayumi realizes a mark on her hand that resembles a number 5.

A phantom killer dressed in a gray raincoat has been randomly slashing civilians. His face wasn't seen by the victim for his face was covered with a hat and hood.

Ayumi and the Detective Boys are taken to the police department to provide information regarding the phantom killer, but the only thing provided was that the phantom killer was a man through Ayumi hearing his voice, but that provided little help. With Detective Sato they all returned to the scene of the crime and found out the mark left on Ayumi was of a car brand. Genta was also found with the symbol on his butt from sitting on Detective Sato's car logo. With this added information, the culprit has been narrowed down to those with cars of the same mark.
Part 2
The suspects have been narrowed to three people: Hiroshi Enomoto, Naokazu Fukuchi, and Toshiaki Degawa. Ayumi iss willing to face the suspects to find out who is the phantom killer, but Haibara objects to that plan due to concern for Ayumi's safety. Haibara explains to her how the culprit would bear a grudge on her if she places the culprit in that kind of predicament and how he may also seek revenge if he is acquitted due to a lack of evidence. As a precaution, Ayumi and the others would instead watch the suspects from afar in a car with smoked glass to prevent such an outcome.

Naokazu Fukuchi is the Culprit
The culprit is revealed to be Naokazu Fukuchi. Despite the fact that the culprit might have disposed of the key, there would still be presence of blood in the keyhole, so Conan asked Takagi to bring in the forensics to perform a luminol spray test.
Though initially nothing was displayed, Conan is able to sever the lock cylinder and reveal that the exterior of the keyhole was replaced by another one in order to remove the incriminating evidence. Moreover, the police can check the key lock with the one near the wheel to confirm whether or not they belong to the same car. Additionally, Fukuchi is unlikely to have replaced the key hole near the steering wheel, which means that there must still be a bloodstain from his victim there from when he inserted his key to start up the car.
Fukuchi attempts to escape while pretending to let the police confirm the key lock, but is knocked out by Conan's dart. After intense interrogation, he reveals he was slashing random victims to become a renown terror and gain attention, a change to his mundane life.
Being moved by Ayumi, Haibara declined to participate in the Witness Protection Program.

- Hiroshi Enomoto vehicle in left side is a Dirty Innocent Blue Mica Mazda RX-7 (FD) Spirit R Type A with the License Plate of 1-20.
- Naokazu Fukuchi vehicle in the middle is a Silver Stone Metallic Clearcoat Mazda RX-7 (FD) Type-R with the License Plate of 76-01.
- Toshiaki Degawa vehicle in right side is a Clean Neat Green Mica Clearcoat 1991 Ẽfini MS-6 (Mazda 626) [GE] with the License Plate of 43-13.
- Mitsuhiko Tsuburaya's voice actor/actress is Ikue Otani, who has also done the voices of Sailor Tin Nyanko (anime) from Sailor Moon: Sailor Stars season and Ash's Pikachu-Most of the time, Many other Pikachu, among other characters.
- Due to Jodie's cover being changed to "an F.B.I. agent on vacation in Japan, who got involved in a child kidnapping case," Conan and Haibara have to go along with that story, since they are unable to bring up the organization at all to anyone. So the story is that Haibara and Conan almost got kidnapped, even though he briefly did.
- While talking about him and Haibara almost being kidnapped, and they got away unscathed, Conan showed more annoyance that "It's just that the criminal happened to escape."
- This is the case that Conan told Haibara that he removed all of the listening devices that were installed in the professor's house. He also told her that his mom disguised him as her once again, and he hung around this area last night, as her, so it should be safe for her to come out again in public.
- This is the case that Sonoko and Ran found out that Jodie is an F.B.I. agent.
- Obviously Jodie's story is the story that she, Haibara, and Conan have to tell, where she saw the two kids being shoved into a car, and gave chase to that spot where shooting was involved. Thank goodness Ran was hiding in the trunk, and managed to protect Ai-chan.
- In short, Ran does not know the truth, and only the popular story.
- Jodie managed to tell Ran a convincing falsehood to explain those pictures, which... it is true, they are now friends, but She never met Shinichi Kudo, unless she heard the reveal when Agasa's place was bugged by her as well as Vermouth. Most of them, she probably was not acquainted yet at the festival either. However, they are friends now.
- Apparently, Japanese people are not in the habit of hanging up pictures of their family and friends like in America.
- This case confirmed that James Black is another F.B.I. agent.
- The Official story:
- Jodie was driving up to Agasa's house, and saw two kids (Ai-chan and Conan-kun) being shoved into a car, and she gave chase, and chased them to the area where Shots were fired.
- The Kidnappers were about to panic, and begin killing the children. Jodie got shot, and thankfully, Ran, was in Jodie's trunk, and saved Ai-chan.
- Upon hearing the sirens, one of the kidnappers seized the boy as a hostage and fled.
- Upon leaving the boy and the car in the forest, they vanished.
- ALso, the other one, whose leg had been injured (Calvados, who had two broken legs, thanks to Akai, breaking them), committed suicide with his own gun.
- Regrettably, due to the darkness around them... Neither Jodie, Conan, or Haibara were able to see them very clearly.
- The F.B.I. coordinated their story with Conan and Haibara beforehand.
- Ran did not know anything, so nothing to coordinate with her.
- This is the case that Haibara turned down Witness Protection Program Offered by the F.B.I.
- Although Conan did not say anything, he was most likely aware of the decision that Haibara was having to make in this case, since Jodie did mention about the Little girl in her car, who would join the witness Protection Program, while he was pretending to be her, in Head-to-Head Match with the Black Organization: A Dual Mystery on a Full Moon Night.
- This is the case that revealed that James Black is Jodie's father's friend, who saved her, after Vermouth attempted to kill her along with her deceased father.
- James also revealed that Jodie kept refusing to joint the Witness Protection Program, when she was a little girl, and instead, insisted on joining the F.B.I. as a condition of her accepting the Witness Protection Program. In short, she would only go in that program, if she can eventually joint the F.B.I., like her father did.
