Situation
Shibuya, Tokyo, is bustling with the Halloween season. A wedding is being held at Shibuya Hikarie, where Miwako Sato is dressed in a wedding dress. While Conan and the other invited guests are watching, an assailant suddenly bursts in, and Wataru Takagi, who was trying to protect Sato, is injured. Takagi survived and the situation was settled, but in Sato's eyes, the image of the grim reaper that she had seen when Jinpei Matsuda, the man she had been in love with, had been killed in a series of bombings three years ago, overlapped with Takagi's.

Shibuya, Tokyo, is bustling with the Halloween season. A wedding is being held at Shibuya Hikarie, and members of the first division of the Metropolitan Police Department, Kogoro, Ran, Sonoko, Conan and the Detective Boys assist to the marriage of Takagi. Sato in a bride dress enters the room, accompanied by superintendent Matsumoto and the priest asks the couple to pronounce their vows. Just before Sato can make hers, a group of armed men bursts into the room. One of them manages to walk up to Sato and tries to shoot her, but Takagi leaps in front of him, protecting Sato and taking the bullet, much to Sato's shock. It turns out that everything was fake, as it was a police drill held by Megure, diguised as the priest, and Kogoro in planning of former first division superintendent Tsutomu Muranaka's marriage. Nevertheless, in Sato's eyes, the image of the grim reaper that she had seen when Jinpei Matsuda, the man she had been in love with, had been killed in a series of bombings three years ago, overlapped with Takagi's.

At the same time, the same serial bomber that killed Matsuda escapes from Fuchu Prison. Rei Furuya/Tooru Amuro, a member of the public safety police, is hunting down the man who killed his classmate along with his subordinate Yuya Kazami. They manage to corner him in an elevated parking lot, but he reveals that he has a collar bomb around his neck. Before they can react, the liquids on both sides of the bomb touch which triggers the bomb, instantly killing the bomber and projecting the two agents away. Furuya wakes up shortly after, and catches Kazami's unconscious body before it falls off the guardrail, but a mysterious masked person puts a collar around his neck, the same collar the serial bomber wore.

At the same time, the perpetrator of the bombings escapes from prison. Rei Furuya/Toru Amuro, a member of the public safety police, is hunting down the man who killed his classmate, but a mysterious person in disguise suddenly appears and puts a collar bomb on him.
+
Back at Professor Agasa's house, the Detective Boys are preparing their Halloween costumes and are whining about the marriage being fake when they hear a loud blast. Rushing to the back of the house, they see Agasa next to a crater caused by a new update he made on Conan's ball-dispensing belt, letting it adjust the size of the soccer balls he can throw. The Detective Boys then head to the Metropolitan Police Department headquarters to meet Kogoro, who promised to take to out to eat after his meeting for the security committee. After reaching Kogoro, the group walks towards the restaurant, but a foreign man with a broken bloodstained tablet passing them drops a piece of paper. Haibara picks it up and catches up with the man to give it back to him. The man's tablet suddenly turns red and it explodes, sending Haibara on the boulevard. Kogoro runs into circulation and manages to save her, but is hit and injured by an oncoming truck. Later on, the police arrives and tend to Haibara's minor injuries while bringing Kogoro to the hospital.

Conan visits the underground shelter where Amuro is hiding out to disarm the collar bomb, and hears about an incident three years ago when he and his now deceased classmates from the police academy encountered an unidentified virtual bomber named "Plamya" in Shibuya. As Conan and his team investigate, a disturbing shadow begins to loom over them.

Conan asks Haibara if the man told her anything, and she replies that he thanked her in a Russian accent. The man, who died instantly, is revealed to not have many possessions on him that could identify him, and even the piece of paper from earlier was destroyed. Near the tarp covering the body, amongst the crowd, a blonde-haired woman weeps. The forensics officer at the scene finds a business card and hands it over to the group, who find a familiar name on it: Jinpei Matsuda, a former detective from the bomb squad that stayed one week in the first division, before dying in a serial bombing case three years ago. The detectives then try to find a correlation between the business card and Matsuda, and ask Sato, who was the paired with him, if she remembered anything about the business card. Sato replies by the negative, and locks herself in her office, but is followed closely by Conan, who knows she knows about it. Sato accepts Conan's help to find when Matsuda could have given the business card. Matsuda was transferred on October 31, and was busy everyday until the 6th of November, but died on the 7th. It would have thus meant that he had handed the card on the 6th. Suddenly, Sato remembers that on the night of the 5th, she saw Matsuda with a rosary, which meant that he went to the cemetery that night, and that he could have handed out a card at that moment. Both figure out that he went to his colleague Kenji Hagiwara's grave, who was on the same bomb squad as him and died seven years ago from the same bomber.
 +

 +
At the grave, located in Gessan Temple's (月参寺) cemetery, Sato and Takagi ask the priest who went to the Hagiwara's grave, and he tells them that a man named Furuya went there every year and that he was a former member of the forces with Hagiwara. Both then try to search in the police database, but his name is nowhere to be found. An injured Yuya Kazami then comes and interrupts their investigation, saying that the PSB will take over the case. This infuriates Sato, and when Takagi tries to calm her down, they get into a fight, which makes Takagi feel helpless. Shiratori, Takagi's former rival in love, who was next to them, says that right now he is the only hope for Sato, which gives him confidence again. In the evening, Conan and Ran visit Kogoro at the Hibiya Hospital, and there they meet Muranaka along with his future wife, Christine Richard from France. They discuss at the café about how both met and they also reveal that they went to see Kogoro so he could give a speech at their marriage, since Christine is a fan of his. Both convene to meet Ran and Conan the next day to see Halloween decorations around town. After the couple leaves, Ran decides to stay at the hospital to watch over her father, and Conan tells her that he will stay at the professor's for the night, reassuring her. After Ran leaves, Conan confronts the two PSB agents secretly spying on him.

<spoiler>Plamya's identity is Christine Richard. Christine revealed herself to be Plamya and attempted to kill all the people in the wedding hall, but ultimately failed. Christine retreated to the rooftop to escape via helicopter, but was stopped by Conan who revealed that he had figured out her motives.
 +
 +
Conan reveals that she had done all this to kill the four officers who had managed to stop and nearly capture her three years ago. Date, Matsuda, Morofushi, and Furuya had managed to disable her bomb and injure her right shoulder before she escaped and ultimately went into hiding. She vowed to get revenge, unfortunately for her three of her targets had died and the only one still alive was Rei Furuya. So she decided to free the serial bomber who killed Matsuda to lure him into a trap and placed the bomb around his neck.
 +
 +
She also purposely sent Conan and the Detective Boys to the building with the bomb, because she heard Ran talking about how one of the kids had gotten hold of the note that Oleg Lavrentyev had that revealed her identity and the location of her next attack. She had killed Oleg because he was headed towards the police headquarters, she had hoped that he would meet back with his sister and the other mercenaries but he instead went to the police so she was forced to kill him. Christine wanted to get married because she wanted to remain as a Japanese citizen because Yelenika Lavrentyeva and her mercenaries had been chasing after her all across the world. She was hoping to get married and have Plamya gone away forever, never to be found.
 +
 +
Just as they are finished talking a helicopter arrives, it is then that Plamya reveals that she had planted her chemicals inside the Halloween lanterns decorating the streets. When the lanterns burst, the chemicals would pour out onto the street and once they mix it would cause a massive explosion that would take out all those who know her true identity. Suddenly, the pilot reveals himself to be Rei Furuya who disables her by striking her shoulder where the bullet is still lodged. In a last ditch effort, Christine throws a grenade in the air but Conan manages to stop it using his super kick shoes and anywhere soccer ball belt.

Christine manages to escape using the helicopter, it is then that she attempts to kill Rei Furuya via the collar bomb. But luckily Furuya's companion had managed to remove the bomb thanks to Conan’s efforts after getting a sample of the liquids used in the bomb. The bomb explodes in the helicopter and Furuya manages to jump on and engages Plamya in hand to hand combat, while they do the helicopter crashes into the ground. Both of them survive the crash, Furuya is injured and Christine attempts to kill him using a shard from the helicopter but is knocked out by her former fiancée Muranaka.

Case

Situation

Age: 7 years old (Haibara)

Accident

M25 Case 3.jpg

Location: Uchibori Street, Tokyo Metropolitan Police Department
Victim: Kogoro Mouri
Age: 38 years old
Injury: Hit by truck
After Haibara was thrown onto the street by the explosion, Kogoro managed to save her but was hit by a truck knocking him unconscious and in critical condition.
